OCEANSIDE — A major gateway to downtown is set for transformation after the City Council approved a controversial eight-story, mixed-use development across the street from Oceanside High School

The council voted 4-1 on Wednesday to approve the 273-unit project at 901 Mission Avenue, which includes 28 affordable units, 4,006 square feet of commercial space, 323 parking spaces and other amenities.

The developer, JPI West, submitted its application under Senate Bill 330, a state law aimed at streamlining housing development, limiting local governments’ ability to deny qualifying projects unless specific health or safety concerns are identified.
