The City has poles at locations throughout the City available for promoting special events via banners and signs. City Council Policy 200-16 states that the City Council must endorse any banners prior to being displayed on street poles (Exhibit 2). The Central Vista Business
Improvement District (CVBID) has requested to utilize poles within the CVBID boundaries to display banners to promote the Shop, Dine, Explore Vista Campaign. Working with a graphic designer, Vista Unified School District students and a local Vista print shop, the CVBID created four banners. Graphic illustrations of the proposed banners are included as the exhibit to the attached Resolution
