Every ten years, local governments use new census data to redraw their district lines to reflect how local populations have changed. Assembly Bill 849 (2019) requires cities and counties to engage communities in the redistricting process by holding public hearings and/or workshops and conducting public outreach, including to non-English-speaking communities.
In June 2017, the Vista City Council voted to change the way City Council members are elected, creating four districts within the city and adopting a district boundary map. The City of Vista began their new redistricting process using the 2020 federal census data in December 2021. Several public hearings were held from mid-December through early 2022. The district boundary lines will impact how residents elect their council members for the next 10 years.
The City Council adopted the new District map on March 8, 2022 – NDC 201. District 1 and District 4 voters will elect their District Council Member to represent them during the November 8, 2022 General Municipal Election. The Mayor will remain elected citywide.
