CARLSBAD — The controversial Windsor Pointe development is not going anywhere.

The City Council engaged in a passionate, and at times heated, discussion on Tuesday during an update about the beleaguered project at 965 Oak Ave. and 3606 Harding St. City Attorney Cindie McMahon said she is not aware of “any legal means” to shut down the project as the city entered into a 55-year lease agreement with the state’s No Place Like Home (NPLH).

The council also voted 4-0 to review if there are grounds to remove the management agent, and take steps to enact removal, if possible; review the management plan to update security; and cost estimates for an additional 12 hours per day of security. Mayor Keith Blackburn recused himself after disclosing he has a financial interest with ConAm, the property management company, although Blackburn has said his investment doesn’t tie back to Windsor Pointe.
