Vista’s City Manager Updated South Vista Communities at their Meeting

The South Vista Communities monthly meeting was held at Shadowridge Golf Course. They invited City Manager John Conley, who offered an overview of development activities in Vista. This update included details of Vista’s growth, including transportation, infrastructure, circulation, housing, parks, and recreation, all vital components of the city’s 2023 general plan.

VISTA’S “GENERAL PLAN”
A cities’ “general plan” serves as a blueprint for growth and development. The primary purpose of a general plan is outlining the direction a city will take to further its growth. Vista’s plan has not been updated since 2012. Currently, the city is actively engaging with Vista communities to solicit input on their ideas for plans. You too can contribute your insights—details on how to participate provided at the end of this article.

APPLICATIONS and DEVELOPMENT ACTIVITY: Diverse Housing Initiatives
Vista’s housing landscape is evolving, with a notable shift towards multi-family units, as available single-family residential opportunities become scarce. During the meeting, Conley highlighted four upcoming single-family residential developments:

Camino Largo: Located near the north end of Vista, this project is set to bring 46 single-family residential homes.

Vista Grande: Situated east of Warmlands, this development will offer 24 single-family homes.

Matagual and Melrose: Approved earlier this year, this project will bring 34 single-family homes to Vista.

Vista Hanalei: Currently under construction, this development will provide 45 single-family detached homes.

In addition to these single-family projects, here some developments in multi-family housing mentioned by Conley:

Park Ave Apartments: Located in downtown Vista, behind S. Santa Fe, this four-story project received approval for 176 apartments earlier this year.

Alliance Apartments: Under construction north of Santa Fe, past Bobier, this four-story project with 60 apartments is already in the framing stage, with 15% designated as affordable units. The term “affordable” is contingent on income criteria, typically a specified threshold based on the regional median income, ensuring accessibility for Vista citizens earning less than $85,000 annually.

North Santa Fe Senior Affordable: This project, situated near the Orange Ave Skatepark, will provide 54 apartments for seniors.

Santa Anita Townhouses: Featuring 51 detached units along E. Vista Way, this development is also in progress.

650 Sycamore: Proposed for the former Burlington Coat Factory site, this project envisions 255 units, although it is still in the planning stages and subject to zoning adjustments.

NEW VISTA PARKS and GENERAL DEVELOPMENT
John Conley touched upon plans for some new Vista parks:

Pala Vista Park: This project has been in the contracting phase for three years, initiated at the onset of the COVID-19 pandemic. Although it faced setbacks due to contractor issues, it is nearing completion and will encompass an acre and a half of space featuring a playground, grassy areas, and walking trails.

Townsite Drive: East Vista Way over the bridge near Monarch Apartments will include a substantial trail with exercise equipment. This development stretches from Wildwood Park to Brengle Terrace Park.

Matagual: Near the new location where Chick-fil-A was constructed, plans for a park are in progress, with contracts set to commence in early October and construction slated for early next year.

STREET IMPROVEMENTS AND OTHER PROJECTS
Several street improvement projects are currently underway, including Townsite Drive to Melrose and W Los Angeles Drive. These corridors are vital to serving low-income neighborhoods and previously, unimproved roads. Efforts have been made to enhance street infrastructure, including roundabouts, pedestrian crossings, and the addition of street trees. Construction in this area began approximately a year ago.

The city is addressing homelessness with the construction of a crisis stabilization center, aimed at providing support for homeless individuals and those dealing with mental health issues, offering an alternative to spending nights in jail.

PROTECTED BIKE LANES
Have you noticed the green paint on bike lanes too? Vista has implemented protected bike lanes–raised asphalt curves for enhanced safety are also underway. While concerns regarding lane width were made, the city’s goal to protect all forms of transportation continues.

LEGISLATION AND ACCESSORY DWELLING UNITS (ADUs)
City Manager Conley highlighted legislative changes, including the ability for homeowners to construct Accessory Dwelling Units (ADUs) on their properties without requiring HOA approval. Additionally, Senate Bill 9 allows single-family homeowners to build up to four more units on their properties, alongside ADUs.

City Manager John Conley announced this morning the promotion of Imelda M. Huerta to Assistant City Manager. Huerta has been an energizing presence at the City of Vista since 2000 when she began her career in public service. Most recently, she has served as Assistant to the City Manager and, before that, in other positions in various departments. In Vista, her experience in leading teams includes serving as project manager of the Pala Vista Park construction project (opening later this year) and implementing key initiatives, legislative affairs, team building, and oversight of several staff and divisions.

Urgent Action Required: Migrant Crisis Grips San Diego County

For the past four days, we have witnessed an unprecedented influx of migrants from all corners of the world being dropped off at transit stations throughout San Diego County. Over 2,000 individuals have entered our region, and the numbers show no sign of slowing down. Our immigration system appears non-existent, and people from far and wide are capitalizing on the federal government’s apparent ineptness.

Let me be clear: this situation is neither humane nor compassionate. My heart aches for these individuals who are seeking a better life. Most of them do not speak English and lack the resources to reach their intended destinations. Yet, they are simply dropped and left in our County. This is a failure by the federal government.

We already face a severe homelessness problem, and dropping thousands of individuals onto our streets will only exacerbate this issue. The federal government should fund and operate temporary shelters or housing on federal properties and facilitate the processing of individuals to their final destinations rather than releasing them onto our streets and transit centers. Until they can responsibly manage this situation, they should not allow further entry into our region.

This is also a result of state and local politicians offering legal protection and taxpayer-funded benefits, which only encourage this situation to persist. We cannot have a country without a border!

I will continue looking for solutions to help those in our County and work to fix our broken immigration system. I will keep you updated.

World Premiere Comedic Farce a Hit at Solana Beach’s North Coast Repertory Theatre

North Coast Repertory Theatre’s opening play for their 42nd Season is a wonderfully hilarious world premiere comedy, “The Angel Next Door”, commissioned for the theatre by NC Rep. Artistic Director David Ellenstein and written by playwright Paul Slade Smith. The comedic farce is based on a 1924 drawing-room comedy, “Play at the Castle”, written by Hungarian playwright Ferenc Molnar. The 1924 comedy has been translated into English and adapted in 1926 into the comedy “The Play’s the Thing” and adapted again in 1984 into “Rough Crossing.” Smith had written two other successful plays that have appeared at NC Rep., “Unnecessary Farce” and “The Outsider.” The fast paced and very funny “The Angel Next Door” is drawing a full house of theatre goers and will be another successful Smith production before moving to the Laguna Playhouse, also run by North Coast Rep Artistic Director David Ellenstein and Managing Director Bill Kerlin. Ellenstein is also the Director for the North Coast Rep production of “The Angel Next Door.”

This is a very clever, witty comedy that has the audience laughing throughout the play. The premise of the play is a husband-and-wife playwright team, Arthur and Charlotte Sanders, are in need of an idea for a successful play to keep them in financial good standing. It is set in Newport, Rhode Island, in 1948 and takes place in a large bedroom in a seaside mansion. They have found a novel they really like, written by a young romantic novelist, Oliver Adams, and the three of them are now visiting a mansion where singer Margot Bell will be singing in a concert. Margot is the central inspiration for the novel as Oliver met Margot a while back and fell instantly in love with her while starting a lengthy romantic letter writing relationship with Margot. While at the mansion, Arthur and Charlotte hear what they think is a romantic liaison between Margot and a Broadway singer, Victor Pratt. They need Oliver to sign a contract with a publishing company for the novel so they can have the right to turn the novel into a play and save them financially. If he hears about the Victor/Margot romantic affair, all will be lost. Well, the worst happens and now Arthur and Charlotte, mainly Charlotte, must now come up with an elaborate scheme to deal with Margot, Victor and the out of his mind Oliver to try and save the possibility that the novel can be produced as a play. Along with this, the comings and goings of a stoic, yet incredibly funny, housemaid, Olga Molnar, keep the audience in hysterics. Interesting that Smith names Olga, and her strong European accent, Molnar, perhaps in tribute to Hungarian playwright Ferenc Molnar.

One of the funniest parts of the play begins right at the beginning of the play when Charlotte and Arthur enter arguing about the Rhode Island mansion bedroom they are in as the setting for a play and where the audience should be in reference to the walls. They finally decide it should be looking out the large windows toward the open water, which happens to be where, invisibly, the real audience is seated. The back and forth, quick paced dialogue and the mildly complicated plot for creating a play to try and fool Oliver keeps the audience glued to their seats so they don’t miss the next series of steps that will unfold.

An amazing six-member cast, made up of five performers debuting at NC Rep., all not only fit their parts perfectly, but their facial expressions and body language blend smoothly with the dialogue in the play. Playing quick witted playwright Charlotte Sanders, who will somehow rise to save the day, is Barbara E. Robertson. Playing her husband Arthur Sanders, quick with a snide remark but a little lost on how to save the situation, is NC Rep. Veteran James Newcomb. Playing the lovelorn Oliver Adams is Taubert Nadalini. Nadalini has the audience roaring when Oliver goes through the three stages, according to Arthur, of emotional breakdown. Elinor Gunn plays Margot Bell, Oliver’s romantic interest and has some equally comedic moments when she, Arthur, Victor and Charlotte are rehearsing the play written to fool Oliver. Thomas Edward Daugherty plays the mildly ditzy Broadway singer Victor Pratt. His facial expressions during the rehearsal and performance of the play Charlotte wrote are priceless. As good as all of these cast members are, the audience favorite for this evening was Erin Noel Grennan as the European housemaid Olga Molnar. Olga is stoic, stone-faced, not impressed with “theater people” and gets into interesting discussions with Charlotte about the purpose of theatre, the journey actors take the audience on and whether or not theatre can change people’s lives. Sounds deep, but the presentation is funny. Watching Olga as an observer to the play put on for Oliver is a comedic delight.

“The Angel Next Door” is directed by David Ellenstein. His Creative Team is Set Designer Marty Burnett, Lighting Designer Matthew Novotny, Costume Designer Elisa Benzoni, Sound Designer Ian Scott, Prop Designer Cindy Rumley, Hair & Wig Designer Peter Herman and Stage Manager Vernon Willet.

“The Angel Next Door” is absolutely a comedy you should see if you just want a break from everyday life and all of its complications. This will be the most fun two hours you will spend the week you see it. “The Angel Next Door” will run until October 1st Wednesday through Sundays. Man Arrested after Luring Victims to His Apartment on Grindr App

Over the past four months, Escondido Police Department was alerted to four different adult males that had been lured to an apartment in the city. The males had chatted with another male via the Grindr App and agreed to meet. Each of the victims stated the male gave a fake name and posed as a white male on Grindr. When the suspect, 28 year old Tobias Bartee, a black male, answered the door the victims were told that the fictitious white roommate was not at home. The victims were then forcibly restrained and sexually assaulted. Two of the victims witnessed the suspect with a handgun.

On September 15th, detectives from the Escondido Police Department, assisted by members of the
SWAT team, served a search warrant and arrested Bartee at his residence. He was arrested per PC
209(b)(1) – Kidnap with intent to commit Rape, PC 286(c)(2)(A) – Sodomy by Force, PC 287(c)(2)(A) – Oral Copulation by Force, PC 220(B) – Assault with intent to commit Rape, PC245(a)(4) – ADW – Strangulation.

Bartee was using photographs of other people and portraying them as himself. The Escondido Police Department is urging anyone else who may have been a victim of Bartee to reach out to contact Detective Jesse Santaniello at (760) 839-4768.

Ghost Gun Arrest – Vista

A man is facing numerous charges after a ghost gun was found during a traffic stop.

It happened on Thursday, September 14 just before 10:30 a.m. in the 700 block of North Santa Fe Avenue in Vista. Deputies with the Vista Sheriff’s Station Gang Enforcement Team conducted a traffic stop on a man for not having a license plate on a motorcycle.

The man pulled over, but ran inside a restaurant to avoid the deputies. He was located and taken into custody without incident. The man was found to be in possession of a ghost gun and loaded magazine.

Unlike legal firearms, ghost guns are not marked with serial numbers. There is no way to track their origins or their owners making it harder for law enforcement to investigate or solve a crime.

Alan Altamirano (DOB: 5/30/2004) was booked into the Vista Detention Facility on charges of possessing an illegal firearm and ammunition, resisting an officer and carrying a concealed weapon. He is free on a $50,000 bail.

Since the beginning of the year, the Vista Sheriff’s Station has confiscated 21 ghost guns. 15 of those seizures were made by the Gang Enforcement Team.

Arresto Por Arma Fantasma – Vista
Hombre arrestado por posesión de arma casera.

Un hombre enfrenta numerosos cargos después de que se encontró una pistola fantasma durante una parada de tráfico.

Ocurrió el jueves 14 de septiembre justo antes de las 10:30 a.m. en la cuadra 700 de North Santa Fe Avenue en Vista. Los agentes del Equipo de Control de Pandillas realizaron una parada de tráfico contra un hombre por no tener una placa en una motocicleta.

El hombre se detuvo, pero corrió dentro de un restaurante para evitar a los agentes. Fue localizado y puesto bajo custodia sin incidentes. Se descubrió que el hombre estaba en posesión de una pistola fantasma y un cargador cargado.

A diferencia de las armas de fuego legales, las armas fantasma no están marcadas con números de serie. No hay forma de rastrear sus orígenes o sus dueños, lo que dificulta que las fuerzas del orden investiguen o resuelvan un crimen.
