What to Know About E-Bikes Before Cruising Down the Street

Americans have a new infatuation, the electric bicycle, and some come in with a top speed of 70 miles per hour (mph), fast enough to be on most major highways and freeways. Electric bicycles have become a popular alternative vehicle for today’s micro-mobility movement and since the COVID-19 pandemic their numbers have skyrocketed. In fact, sales of electric bicycles in the U.S. totaled $1.3 billion in 2022, a 33% increase over the previous year, according to a report from the National Bicycle Dealers Association. Sales are estimated to be more than $1.6 billion in 2023.

Let’s take a look at some of the top questions consumers have related to electric bicycles.

What is an electric bike?
An electric bicycle, commonly referred to as an e-bike, is a battery-powered assisted two-wheel vehicle that generally works with pedals or a throttle. It takes a traditional bicycle and gives it a boost of power via the electric motor. Riders pedal as they would on a normal bicycle and when faced with tough terrain such as a steep hill or carrying a heavy load, the motor assists the pedaling so the rider doesn’t get exhausted riding up it. The rider controls the speed with the pedals, really feeling the easy of acceleration and extra speed at their feet.

Some e-bikes come with a touch button throttle to control the amount of power put to the wheels. This type of an e-bike is in an entirely different category from pedal-powered ones and are also illegal in certain cities.

What kinds of e-bikes are available?
E-bikes come in all shapes and sizes. Not only are there different ways an electric bicycle administers power, but they are also designed for nearly every type of riding situation, including cargo, commuter, recreational, hardtail, full-suspension mountain, performance road and fat tire. Some cargo e-bikes for example, can carry up to 400 pounds while traveling at speeds of 15 mph. When choosing one, it’s best to determine how it’ll be mainly used and the road type it will be rode on.

Is an e-bike heavy?
When purchasing a traditional bicycle, an instinct is to lift it up to see how heavy it might be, however, doing this will shock future e-bike owners. With the addition of the electric components including motor, battery and harnesses, and not to mention the reinforced frame to handle the 20 pounds of weight that is added to the bike, they come in heavier than expected. The additional weight however, has little effect on how it rides as engineers have figured out how and where to place the additional pounds so handling isn’t affected.

How fast are e-bikes?
With the added boost of the electric motor, e-bikes have the capability of traveling up to speeds of 70 mph, however, the average top speed is 15 mph, which is twice as fast as the average speed for a traditional bicyclist (7 mph). The maximum speed by law for an e-bike is 15 mph. Anything faster can be categorized as a motorbike or motorcycle.

E-bikes are capable of going much faster than 15 mph, as the rider can boost the speed by pedaling and taking speeds up to 30 mph or more in the motor assistance mode.

How much is an e-bike?
If you’re considering purchasing an e-bike know this, it’s a significant investment. Prices will vary widely. A high-quality entry-level electric bicycle typically costs upwards of a $1,000 while more extravagant e-bikes can run as much as $12,000. In the middle are your average value e-bikes at about $3,000.

What is electric bike insurance? Does a standard auto, homeowners or renters policy cover e-bikes?
Electric bikes generally have limited to no coverage under a standard homeowners or renters insurance policy because they’re categorized as a motorized vehicle and that creates a gap in protection. A standard auto will generally not offer coverage for e-bikes either as e-bikes cannot be listed as vehicles on such policies. Whether it was stolen or damaged, replacement or repair costs would have to come out of the owner’s pocket. Additionally, if the operator crashes and causes bodily injuries to them self or third-parties resulting in medical costs and other damages, that too would have to be paid by the operator and/or owner of the e-bike.

If you own and ride an e-bike, you’ll need a policy designed for e-bikes to be covered, which may include an e-bike insurance policy or, in some cases, a motorcycle policy. Licensing requirements may vary by state* – you should check state and local regulations – but even if the law does not have a financial responsibility (e.g., insurance) requirement for e-bikes, you are still legally liable for damages you may cause while operating one. In the case of minors, their parents may be liable for such damages.

Our next Kids in the Garden class will be Saturday July 8 from 10 am to noon.

We will be learning about our Feathered Friends – Birds, Nests, and Feathers. Birds have so many special adaptations that help them survive! We see a wonderful variety of birds at the Gardens and all around us!

We’ll follow up with a walkabout through the Gardens.

Adults will stay with their kids.

Class fee is $5 per person which includes entry and time to enjoy the Gardens till closing at 5:00 pm!

Class is FREE if family has a family membership. Grandparents who have family memberships may bring their grandkids.

If you would like to attend this class, you will need to PRE-REGISTER with Farmer Jones by noon on July 7.

TRAFFIC ALERT: San Marcos Blvd. Westbound Lane Closure this Saturday

On Saturday, June 24 and Saturday, July 1 a westbound single lane closure along San Marcos Blvd. from Pacific St. to Security Place will occur from 8 a.m. to 4:30 p.m. by Monarch Tree service to accommodate the removal of two Eucalyptus trees that are overgrown and overhanging along the travel lane. Work is being done to improve public safety for those traveling within the area of the overgrown trees. Please note that delays in the schedule may occur due to inclement weather conditions.

Drivers can expect flash signal at San Marcos Blvd. and Discovery St. and flaggers may hold westbound traffic during critical operations.

Two-way traffic will be maintainied along San Marcos Blvd., but drivers can expect traffic delays and are encouraged to use alternate routes during the work period. Standard traffic control measures with advanced warning signs and pedestrian detours will be in place.

San Marcos Wins Statewide Award for Excellence in Economic Resiliency and Recovery

On Thursday, June 22 at the 2023 California Association for Local Economic Development (CALED) Success Luncheon, the City of San Marcos won an Award of Merit for their Covid-19 Business Sustainability Program. CALED is California’s premier economic development association and is one of the largest economic development associations in the country. The Merit Award recognizes an innovative project, program or collaboration implemented within 2020 – 2022 as a response to an economic disruption.

Merit Award Details

The award was presented to the city as a result of their quick thinking in providing economic relief for businesses during the height of COVID-19. San Marcos launched their Business Sustainability Program, with approval from City Council on March 24, 2020, and was able to assist 120 businesses by providing $2,944,800 in low interest loans through the city’s general funds. In the end, the city forgave 100% of those loans with money received from the federal CARES Act. Out of the 120 businesses the city funded, 95% of them are still open today.

“Receiving the Merit Award for our program is a huge honor and reflects our reputation of being a business-friendly city” said Community & Economic Development Director Tess Sangster, who attended the luncheon with Senior Management Analyst – Economic Development, Amanda Boudreault, on behalf of the city. “Whether it’s through the OpenCounter platform or our various business concierge services, we work hand in hand with businesses to make sure their needs are met. Our commitment to the community is what continue to solidify San Marcos as a North County leader.”

Oceanside, SANDAG, and Vista Oceanside Bring Back Electric Shuttle JULY 3rd

The gO’side neighborhood electric vehicle (NEV) shuttle program serving Downtown Oceanside will officially return on Monday, July 3. The five-passenger electric shuttles will run Monday through Wednesday from Noon to 10 p.m. and Thursday through Sunday from 10 a.m. to 10 p.m. with adjusted hours December through April based on demand. The Downtown Oceanside service area includes Oceanside Harbor south to Vista Way in the area west of Interstate 5, in addition to the East Side neighborhood and Country Club Lane.

GO’side Shuttles can be hailed by downloading the “Ride Circuit” smartphone app and choosing “Oceanside” as the location. A flat fare of $3 per rider will be charged, with a cap of $6 for groups of more than two riders.

“We are so excited to bring back the gO’side, which will provide Oceanside residents, visitors and workers a safe, efficient transportation option to get around downtown,” said Oceanside Mayor Esther Sanchez. “The pilot program was very popular last year, not only for its contribution to the environment and helping to mitigate parking and traffic congestion, but it’s also really fun to ride!”

In 2022, the City of Oceanside contracted with Circuit to run a pilot NEV shuttle program using American Rescue Plan Act (ARPA) funds. The pilot program averaged 7,200 monthly riders and was estimated to have saved more than 1,600 gallons of gas while reducing carbon dioxide emissions by 18 metric tons. According to data from the pilot program, locals used the service as much as visitors, with the most frequent destinations including local restaurants, the beach and retail shops.

“The gO’side shuttle is a valuable program that aligns with our goals for responsible visitation and destination stewardship,” said Visit Oceanside CEO Leslee Gaul. “This earth-friendly, last-mile solution helps support local businesses while offering visitors and locals an easy-to-use, hassle-free option for getting around.”

Through a partnership between SANDAG, the City of Oceanside, and Visit Oceanside, the shuttle program is back for two more years. The total cost for the program is $573,000 per year of which Visit Oceanside is providing a $100,000 contribution, SANDAG is providing $250,000 in matching funds, and the City of Oceanside is funding the remainder.

“Through survey feedback, riders shared that they wanted the program to return, and together with our partners we were successful in bringing it back,” said SANDAG and San Diego County Chairwoman Nora Vargas. “SANDAG is committed to championing projects that connect people from everywhere across the region and this program does just that. The goal is to support initiatives that provide affordable transportation options while helping reduce air pollution and congestion.”

The Oceanside shuttle is one of the first NEV pilots to launch under SANDAG’s Flexible Fleets program, which is outlined in the Regional Plan. SANDAG is also launching a shuttle pilot in the City of San Diego and plans to expand another pilot in the south county.

CREATIVE ART CONNECTIONS on Display at Vista Civic Center

Currently on display at the Vista Civic Center is the CREATIVE ART CONNECTIONS exhibit featuring five local artists, all working in different areas of art. There will be a reception on Monday, June 26th from 3 P.M. until 5 P.M. where the public can meet the artists and see their creations. The art work on exhibit features paintings in oil, abstract acrylic and watercolor as well as photography and mixed media. The Civic Center is open every weekday from 8 A.M. until 5 P.M. and the exhibit can be seen at that time as well. All of the art work on display is available for purchase. The CREATIVE ART CONNECTIONS exhibit is located on the second-floor foyer just outside of the entrance to the Vista City Council Chambers.

Artists Information
Vickie Griffin – Mixed Media – “The art in my collection started as masks made from palm tree fronds and has continued to change into other medias. I have been a member of COAL Gallery in Carlsbad for ten years and exhibit there regularly. Years of watercolor classes have taught color and composition principles used in my mixed media and sculpture. Repurposing items is a favorite of mine and lots of experimenting helps my art as I change direction and develop new pieces. I hope to catch the viewers eye and put a smile on their faces with a quirky creation.”

John Lundquist – Photography-Based Art – John has a varied approach to his photography-based art. Some are straight forward ‘documents’, while others consist of multiple layers that ‘re-create a reality’. He has conducted numerous solo shows in the region and exhibits regularly in reputable San Diego galleries for the last twelve years. John’s accolades are numerous and he enjoys a wide social media following. Frequently he collages paper, stamps, glues and paints upon the ‘post prints’ – creating a one of a kind end result. Karen McLandrich – Oil Paintings – Karen is relatively new to the art world having begun plein air oil painting in 2020. Under the guidance of professional artist and friend, Rebecca Noel, Karen developed an appreciation for looking at the world around her a little differently. “Being outside in nature is soothing to the soul. Through my paintings I try to connect people with nature and a sense of calm. Even if one cannot get outside, looking at a piece of art representing nature can transport you there. My paintings are meant to bring joy to the viewer.”

Carolyn Robertson – Watercolor – “When I retired from Carlsbad School District as a health technician in 2011, I knew I wanted to take up watercolor classes. Finding a teacher was my goal and I have been taking lessons ever since. I find it fascinating to work with the water in so many different ways to achieve the affect in the color and texture you want in the painting. I love painting landscapes, animals and ocean scenes. I am a member of the COAL Gallery in Carlsbad where I have won several awards for my work. I have also displayed my paintings in other locations in the county including the San Diego County Fair.

Dawn Tappen – Abstract Acrylic – Dawn is a Southern California artist who is known for her colorful multi-layered abstract paintings. Dawn’s current body of work is inspired by the region’s sunsets. She received her bachelor’s degree from California State University Northridge and has been creating art since childhood. Alongside her art, Dawn is passionate about community building and has been involved in founding and participating in various art groups, galleries and art walks.
