Mike Pacheco, Vista Parks & Recreation Department Updated Vista Chamber about “Plan Vista Parks”

The Vista Chamber of Commerce Government Affairs Committee heard a report from Mike Pacheco, from the City of Vista, concerning an Update of the proposals and Master Plan for the Vista Parks & Recreation Department. Mike said they are currently involved in preparations for a city-wide survey and various meetings concerning the state of Vista’s Parks and proposals for “Plan Vista Parks” campaign to obtain information about what the citizens want in their parks, open space and recreational programs. This will all go into the creation of a Master Plan for the Parks and Recreation Department. Four site-specific parks have been ear-marked for upcoming meetings on May 22nd and 23rd. The May 22nd meeting will be held at the United Methodist Church on Melrose and the May 23rd meeting will be held in the Community Room at the Civic Center. The site-specific parks are Brengle Terrace Park, the Matagual Drive site, the Breeze Hill Road site (adjacent to the County Courthouse on Melrose Avene) and the Paseo Buena Vista site. Specific information about these meetings, including times and other information, can be obtained at www.planvistaparks.com.
Mike also discussed some issues that are coming up for future discussion concerning the Wave Waterpark. The Wave is thirty years old and is need of additional repairs, such as replastering different pools. The public will be able to go to the meeting on May 23rd to hear and provide input about The Wave. He also brought up a promotion offering Vista Bucks in collaboration with the Wave Waterpark. Residents can receive a 100% rebate debit card when purchasing a 2024 season pass for The Wave. Mike also gave a quick list of upcoming City of Vista news items including upcoming City Council meetings and items they will discuss. He also mentioned that Moonlight has just started their new season with “Into the Woods” and E-bike Safety Training will soon be held. One event that will soon occur will be the Jr. Deputy graduation and the Strawberry Festival is just a few weeks away.

Governmental Updates:
Kristal Jabara from Supervisor Jim Desmond’s Office – Supervisor Desmond is working with Supervisor Vargas on a proposal for the County of San Diego to purchase the 166-acre Green Oaks Ranch. It is hoped negotiations will begin later this month. The proposal includes using a portion of the property for the Campus of Healing to assist those with addiction issues with a recovery program leading to sober living. The Green Oaks Ministry would also keep their facility on the property. Another part of the property would be open to the public and the sensitive habitat space on the property would remain. Supervisor Desmond will present a State of the County at Moonlight Amphitheatre on July 11th. Grant dollars applications will be available July 1st.

Fernando Hernandez from State Senator Catherine Blakespear’s Office – The Senator has sent a letter to the Governor seeking state emergency funding for the repair of the Oceanside Pier. The Senate and Assembly are pushing toward the May 24th deadline for the passing of bills. One bill the Senator has authored is SB 1401 dealing with proper licensing of individuals working in childcare on military facilities.

Ryan Ewart from Assembly Member Laurie Davies Office – The Assembly Member has also sent a letter to the Governor concerning the Oceanside Pier. Three bills the Assembly Member authored have made it to the Senate for consideration. Other bills the Assembly Member has been working on include AB 2121 dealing with swimming lessons for minors, AB 2307 and 2308 dealing with various domestic violence issues, AB 1923 dealing with small business issue and a Green Collar Certification bill dealing with jobs. Jessica Ramirez from Congressman Mike Levin’s Office – A recent press conference discussed various funding projects the Congressman has supported, including the completion of the Emerald Drive project. The Congressman has met with the Mayor of Oceanside and various Council Members dealing with the Oceanside Pier Fire. The Congressman continues to work on various bills that specifically deal with veteran’s issues. The Congressman has supported additional funds for border security appropriations, especially the hiring of additional border patrol agents.

Rachel Beld, CEO of The Vista Chamber of Commerce – A successful Meet the Leaders was held last week. The Rising Stars Breakfast, held next week, will honor 30 student recipients of scholarships. Orientation of student interns is ongoing. The Chamber recently hosted a Childcare Panel. One finding is the number of childcare programs that are available. Contact the Chamber for a list of options. The Strawberry Festival will soon be here – 500 vendors have signed up and 4 stages will offer performances and activities throughout the day. The Chamber has received a grant to support the continued publication of the Chamber’s Vista Magazine in a Spanish version.

The Guajome Stakeholders Event will be held this Saturday at Guajome Park School.

The next Government Affairs meeting will be held on Thursday, June 5th.

Vista Man Arrested for Possessing Privately Manufactured Gun

A man is facing numerous charges after a privately manufactured firearm (commonly referred to as a “ghost gun”) was found during a traffic stop in Vista.

On Wednesday, May 1 just before 9:00 p.m. in the 100 block of Emerald Drive, deputies from the Vista Sheriff’s Station Gang Enforcement Team (GET) contacted three individuals sitting in a vehicle. The man in the driver seat was found to be in possession of a privately manufactured firearm and loaded magazine.

Unlike legal, commercially manufactured firearms, privately manufactured firearms are not marked with serial numbers. There is no way to track their origins or their owners, making it difficult for law enforcement to investigate or solve a crime.

Frankie Escovar (DOB 09/30/2004) was booked into the Vista Detention Facility on charges of being a felon in possession of a firearm and other charges.

Hombre arrestado por posesión de un arma de fabricación privada.

Un hombre enfrenta numerosos cargos después de que se encontró un arma de fuego de fabricación privada (comúnmente conocida como una “arma fantasma”) durante una parada de tráfico en Vista.

El Miércoles 1 de Mayo poco antes de las 9:00 p.m. en la cuadra 100 de Emerald Drive, los oficiales del Equipo de Control de Pandillas (GET) del Vista Sheriff’s Station contactaron a tres personas sentadas en un vehículo. Se descubrió que el hombre en el asiento del conductor estaba en posesión de un arma de fuego de fabricación privada y un cargador cargado.

Shooting-Vista Victim Has Passed Away Homicide Investigation

It happened on Saturday, April 13 around 8:30 p.m. 21-year-old Frank Martinez was shot as he was walking in the 300 block of S. Santa Fe Avenue. Deputies arrived at the scene and located Martinez. Vista Fire Department personnel arrived and transported him to a hospital for treatment.

On April 29, 2024, The San Diego Sheriff’s Homicide Unit was notified by the Medical Examiner’s Office that Martinez had succumbed to his injuries. The San Diego Sheriff’s Homicide Unit will be assuming the investigation, which was being handled by Vista Street Narcotics and Gang detectives. No arrests have been made in this case. The shooting remains under investigation.

Ocurrió el sábado 13 de abril alrededor de las 8:30 p.m. Frank Martínez, de 21 años, recibió un disparo mientras caminaba en la cuadra 300 de S. Santa Fe Avenue. Los oficiales llegaron al lugar y localizaron a Martínez. El personal del Departamento de Bomberos de Vista llegó y lo transportó a un hospital para recibir tratamiento.

El 29 de abril de 2024, la Oficina del Médico Forense notificó a la Unidad de Homicidios del Alguacil de San Diego que Martínez había sucumbido a sus heridas. La Unidad de Homicidios del Alguacil de San Diego asumirá la investigación, que estaba a cargo de detectives de Narcóticos y Pandillas de Vista Street. No se han realizado arrestos en este caso. El tiroteo sigue bajo investigación.

Escondido Fire Department Update

On April 23, the Fire Department acknowledged and thanked its robust Support Volunteer team in recognition of National Volunteer Appreciation Month.

In 2023, the Escondido Fire Support Volunteers volunteered a whopping 3,474 hours. The volunteers assist the Fire Department with mail distribution between the seven fire stations, headquarters and City Hall. In addition to providing firefighter rehab during major events, they also assist the department with public education, volunteering at events such as the street fairs and National Night Out.

In the morning of April 23, Escondido Fire responded to a traffic accident that resulted in a car driving into a gas pump, shearing it, and pinning a person under the gas pump. Firefighters quickly lifted the debris with rescue equipment and extricated the victim.

On April 25, Escondido Fire units extinguished a semi-truck tractor fire on Interstate 15 at the El Norte exit. During the overhaul phase it was discovered a fuel tank had been damaged. San Diego County Hazardous Incident Response Team was contacted and responded to the scene along with San Diego Hazardous Materials Team. The El Norte Parkway off ramp was closed for nearly 3 hours while the hazard was mitigated and the tractor and trailer were removed.

Oside Pier Fire Extinguished, Rebuild Begins

OCEANSIDE — The massive blaze on the Oceanside Pier was finally extinguished on Monday as fire crews worked diligently to put out the fire, which started around 3 p.m. Thursday.

Oceanside Fire Division Chief Blake Dorse said the fire began on the west end of the 1,960-foot-long pier, which erupted and left a massive plum billowing toward the east for hours. The origin of the fire is unknown, he said, although the preliminary investigation shows the blaze is likely accidental.

No injuries or deaths were reported, Dorse said.

Firefighters also “trenched,” or cut planks from the pier, about 50 feet east of the hammerhead to prevent the further spread of the fire. The trenching was part of OFD’s “defensive” tactics, which meant allowing the structures to burn but preventing the fire from advancing down the pier, according to Dorse and Mayor Esther Sanchez.

Fatal Crash on I-5 in the Camp Pendleton Area

CAMP PENDLETON, Calif.- On Thursday, April 25, 2024, at approximately 9:00 p.m. officers from the California Highway Patrol-Oceanside Area Office responded to reports of a two-vehicle collision on southbound Interstate 5, south of Cockleburr, in the unincorporated San Diego County.

A 19-year-old male from Florida was driving a silver Hyundai Genesis in the southbound lanes of Interstate 5. For reasons still under investigation, the Hyundai veered to the right and onto the shoulder where it collided into a parked Kenworth truck tractor.

The California Highway Patrol and Camp Pendleton fire/paramedics responded to the scene. Unfortunately, both the 19-year-old male driver and his 21-year-old male passenger (from Pacoima, California) succumbed to their injuries while at the scene.

It is not yet known if alcohol and/or drugs played a factor in this collision. The investigation is ongoing, and the CHP is asking anyone who has information or may have witnessed this incident to contact the Oceanside Area CHP office at (760) 643-3400. The identity of the deceased will be released through the San Diego County Medical Examiner’s Office.

The mission of the CHP is to provide the highest level of Safety, Service, and Security.

San Diego is the Epicenter for Illegal Immigration

San Diego is the new epicenter for migrants and illegal immigration.

Last week alone, Border Patrol apprehended over 9,000 illegal border crossers within the San Diego sector. This surge in illegal crossings has propelled San Diego to the unfortunate position of leading all nine southern border sectors in April, a trend unseen since the 1990s.

Since October 1st, the San Diego sector has witnessed a staggering 214,855 apprehensions, representing individuals from over 75 countries across the globe. Moreover, the closure of the processing center has led to over 37,000 migrant drop-offs in the past two months alone. This doesn’t account for the frequent occurrences of boats washing ashore, averaging three to four incidents weekly.

Human smugglers have identified California, particularly the San Diego border sector, as the path of least resistance for illegal immigration. Border Patrol has inadvertently become the ‘Uber’ for migrants entering San Diego County, and the County is the travel agent.

The recent allocation of $19 million in federal dollars will not solve the crisis, as the money will not be used to protect the border but only allow for more concierge service to get migrants to their destinations across the United States. We have laws set in place, but currently, the federal government is not upholding them.

Compounding these challenges is California’s sanctuary state status, which prohibits law enforcement from cooperating with immigration officials, hindering our ability to address these issues effectively. Even if local law enforcement were to respond swiftly to incidents such as boats arriving on our shores or breaches in border fences, state law prevents them from coordinating with immigration authorities.

This glaring loophole in our system poses significant risks to public safety and exacerbates the strain on our resources. We urgently need federal support and comprehensive reforms to manage this crisis and safeguard our communities.

So, how can you help? Contact your federal representative and tell them you want to fix the chaos at the border. The President and Congress has the power to do something, but they need to hear from you.
