The City of Vista had a NEW BUSINESS OPEN this morning. Culture Barber 💈 Lounge located at 510 Civic Center Dr Ste 106, Vista Ca 92081. Mayor John Franklin, & Council Members O’Donnell & Green attended the ribbon cutting. Derell Harper (Taper Tage) is a graduate of Alta Vista High School, and lifetime Vistan. His business is the newest member of the Vista Chamber of Commerce. Councilmember Green attended elementary school with Tage and has stay connected for 35+ years! WE ARE VISTA!!

Fatal Traffic Collision – Vista Vehicle versus Pedestrian Collision Under Investigation.

On Friday, March 17 just after 8:00 p.m., deputies from the Vista Sheriff’s Station, as well as the Vista Fire Department, responded to a traffic collision involving a Ford Escape and an adult male pedestrian near the intersection of Taylor Street and Cresthaven Drive in Vista. The vehicle was traveling westbound on Taylor Street when it struck a man who was crossing just east of the intersection. He was transported to the hospital where he died from his injuries.

At this time, it is unknown if alcohol and/or drugs were a factor in the collision.
The driver remained at the scene and is cooperating with investigators.
The Vista Sheriff’s Station’s Traffic Division is handling the investigation.

Fatal Traffic Collison, Palomar Airport Road at S/B I-5 On-Ramp

CARLSBAD-Calif. – On March 15, 2023, at 7:23 p.m., the City of Carlsbad Police Department responded to the intersection of Palomar Airport Road at the S/B I-5 on-ramp regarding a female lying in the roadway.

Upon arrival, officers found an adult female with serious injuries in the roadway. Officers and the Carlsbad Fire Department performed life-saving measures, but the female was pronounced deceased at the scene. The identity of the deceased female is being withheld at this time, pending the notification of her next of kin.

The collision is being investigated as a hit-and-run and is still under investigation. The Carlsbad Police Department is asking anyone with information about this incident to contact Traffic Accident Investigator Corporal Matt Bowen.

St. Patrick’s Day DUI Patrols

This St. Patrick’s Day, do the responsible thing and don’t drive while under the influence of alcohol or drugs.

Deputies with the San Diego County Sheriff’s Department will be conducting increased impaired driving patrols on Friday, March 17 starting at 6:00 p.m. and lasting through 6:00 a.m. the following day.

People who drive under the influence of alcohol or drugs, including marijuana and prescription drugs, put everyone’s lives in danger.

During the St. Patrick’s Day 2022 enforcement period, 21 people were arrested and booked into San Diego County jails on suspicion of impaired driving. Three of those arrests were made by the Sheriff’s Department. So far in 2023, 1,350 people have been arrested for impaired driving by law enforcement agencies in the county. Deputies have made 206 of those arrests.

Funding for the St. Patrick’s Day impaired driving enforcement program was provided by a grant from the California Office of Traffic Safety (OTS) through the National Highway Traffic Safety Administration (NHTSA).

We Are In A Solar Storm

When Cosmic Solar first opened its doors in 2009, we told people how much money they could save by installing solar on their homes and businesses. “Give your roof a day job!” we told them.

Though our clients saved hundreds of thousands of dollars with solar over what they would have paid SDGE, they still lamented: “When it comes down to it, SDGE will charge more for our solar by continuing to raise rates…”

And they weren’t wrong. In February 2022, PV Magazine reported three investor-owned utilities, Pacific Gas and Electric (PG&E), Southern California Electric (SCE) and San Diego Gas and Electric (SDG&E) contributed a combined $1.7 million in 2020 to the Affordable Clean Energy for All coalition. The group’s goals were to cut excess solar generation, adding fixed monthly fees and eliminating many of the “backfeed” benefits of solar systems.

Utilities aimed to cut profits of rooftop solar owners. Currently, most SDGE customers with solar are now enrolled in a program called Net Energy Metering 2.0, which means when your solar system produces more energy than the home is using (typical during the daytime), the “extra” goes on the utilities grid and the SDGE meter spins backwards. Time of use periods being equal, when customers use the excess solar they have stored on the grid, they’re entitled to a near equal credit to what they would have otherwise been charged.

The utilities recently appealed to the California Public Utilities Commission (CPUC) and the CPUC approved a variation of Net Energy Metering 3.0. Under NEM 3.0, rooftop solar will now only net a fraction of the credit when utilities buy back the excess their customers produced and stored on the grid. NEM 2.0 is slated to end on April 14, 2023. This has literally caused a panic among the general population. Everyone that has ever thought about doing solar will want to get grandfathered into the current solar rates.

No reputable solar company will go unscathed. All-hands-on-deck, working ten -hour days answering phone calls from anxious people that want to either buy a solar system or purchase extra panels for their existing system. The utilities are claiming if solar companies are able to submit customer applications by April 14, 2023, with no major deficiencies, they can still be “grandfathered” in. One problem is that the closer it gets to April 14th, the busier the Net Metering departments at utility companies are also getting, which may cause a bottleneck – and subsequently, a chance to miss out grandfathering into NEM 2.0.

Most organizations with a solar emphasis are currently giving guidelines and many differ. Many customers are saying utility customers have promised them if they apply by April 14th they will be grandfathered in, but the California Solar & Storage Association (CALSSA) has commented that utility employees have been sometimes giving incorrect information. CALSSA asked to inquire with them when it doubt. It is chaos.

Reputable solar companies are selling ten times the jobs as normal with promises these projects accepted to NEM 2.0. Here at Cosmic Solar and Roofing we are giving a deadline of April 1st to be safe for promising grandfathering to SDGE clients because whatever the utilities or organizations promise, we know that in the end we will be held accountable. We also are warning customers it will be six months or longer before we can actually install these solar systems. It is going to be a rocky road ahead due to all the current demand in solar and we’re doing our absolute best to grandfather all our clients in to NEM 2.0 while moving forward with roofing, permitting, HOA applications, business operations and installations. Most reputable solar subcontractors are all backed up just like we are.

Though we at Cosmic Solar and Roofing are doing our absolute best to accommodate, no solar company is going to sail through with perfect customer reviews after this “solar storm” is over. Our Service Department is now dealing with customers of solar companies that have closed their doors or just don’t answer their phones anymore, companies like Sullivan Solar. This new NEM 3.0 paradigm is causing a real solar storm, and it’s difficult to understand completely the motives of the utility companies. One thing is clear; new Net Metering rules will clearly benefit the utilities more than the average citizen. And grandfathering yourself into NEM 2.0 by early April is one way to protect your energy future by installing new, exciting solar technology.

Shooting – Vista Man Arrested for Shooting

A man is under arrest after shooting at his neighbors following an argument.

It happened on Thursday, March 16 just after 12:30 a.m. in the 300 block of Pomelo Drive in Vista. Deputies with the Vista Sheriff’s Station were responding to a call about a shooting at an apartment complex. During an argument, a resident shot into the apartment of their neighbor through a sliding glass door.

Deputies found the suspect, Jose Zeferino (DOB 02/09/1996), in a nearby apartment complex. The investigation determined at least one round was fired into the apartment which was occupied by three people, including a child, at the time of the incident. No one was injured by the gunshot.

Deputies recovered two ghost guns during a search. Ghost guns are homemade firearms that are untraceable by design. They lack serial numbers and other identifying markings.

Zeferino was arrested and booked at the Vista Detention Facility on numerous charges, including assault with a deadly weapon, shooting into an inhabited dwelling, child cruelty, burglary and various other weapons and drug related charges.

The investigation is ongoing.

Dueto Dos Rosas to Perform Música Campirana Mar 31st

In celebration of Women’s History Month, come and enjoy a night of música campirana at Oceanside’s recently revitalized John Landes Community Center, located at 2855 Cedar Rd., on Friday, March 31 at 6 p.m.

Música campirana, the traditional music of Southern Mexico, will be performed by Dueto Dos Rosas, along with a special discussion. Maria Figueroa-Chacon, a MiraCosta College Faculty English Professor who also serves as Board Vice President at Centro Cultural de La Raza, will do a brief introduction and interview with sisters Emily and Sheyla Rosas—who together make up Dueto Dos Rosas—on their experiences as female artists within a male-dominated space. The interview will conclude with Dueto Dos Rosas’ first U.S. performance of 2023.

Based out of San Marcos, Dueto Dos Rosas have been singing and performing campirana music, and other Mexican folk songs, or rancheras, since 2014. In 2015, Emily and Sheyla, with the help and encouragement of their parents, began recording and uploading their performances onto YouTube with the intention of sharing their music with their friends and family in Oaxaca, Mexico, the birthplace of their parents. Since then, their videos have garnered over 285 million views, and their channel has amassed over 690,000 subscribers.

The Rosas sisters follow a long tradition of sibling duets coming out of Mexico since the 1950s, such as Las Hermanitas Nuñez, Dueto Las Palomas and Las Jilguerillas, among others, but what sets Dueto Dos Rosas apart from many of their predecessors is their combined playing and singing, something which only few other female duets have done. Dueto Dos Rosas’ albums and singles can be heard on all major streaming platforms.

The Oceanside Public Library recently added a Library to the John Landes Community Center, which is now open to the public Monday through Friday 9 a.m. to 6 p.m. at 2855 Cedar Rd. Stop by and see all that’s offered!

Learning to Fly looks at works that touch on the societal expectations of our youth, our struggles to overcome challenges and find ourselves, and the process of becoming who we are. Tales of O’side is an opportunity for those who have been traditionally underrepresented in mainstage performances, such as LGBTQ+ folks, people of color, and those who experience mental health struggles, to share their own work and perspectives. Our goal is to build a literary and theater arts community fostering interactions between artists and audiences to discuss their works. Pay what you can!
