Solar Permitting Just got a Whole Lot Easier in San Marcos

San Marcos is pleased to roll out a new solar permit process that will offer residents an expedited experience. The Building and Code Compliance Division is offering an online system for applicants to complete an eligibility checklist and submit a permit application and plans for residential rooftop solar systems.

Through this new process, solar installers may use City-provided standard plans and a self-certification checklist to receive an over-the-counter permit. This process will reduce the time to acquire these permits since City staff will not need to review plans. With solar permits accounting for approximately 30% of permits issued by the City within the first half of 2022, the City anticipates this expedited process will create a better experience for the solar industry doing business in San Marcos.

Escondido Police Department Updates

Juvenile in Crisis

On September 15, officers were called to help a juvenile who was in emotional crisis. The juvenile was in a parking lot and had large shard of glass that could have used to hurt themselves or someone else. Officers were able to remove the glass and detain the individual without incident. The juvenile was transported to a medical facility for assistance.

HAARF Trespasser

On September 17, a man was seen jumping the fence to the HAARF and then walked into one of the holding ponds. He stood for over 8 hours in waist deep water before he was noticed and officers were called. The man was non-communicative and officers were unable to negotiate him out of the pond. Wastewater employees drained the pond to a foot of standing water and officers were able to pull the man out of the water and get him to the hospital for his medical and mental health needs. Another outstanding example of city employees working together to find a successful resolution.

PACC and Police Partnerships

Sgt. Chris Leso is all about great community in Escondido. Last week he used his skills as the former traffic sergeant to give a pedestrian safety presentation to seniors at the Park Avenue Community Center (PACC).After his presentation was over, he couldn’t leave all the great seniors at the center. He volunteered to serve lunch as part of the Senior Nutrition Program. Thank you to the PACC your great programs for our seniors and for allowing the police department to partner with you!

Escondido Fire Department 2022 Fire and Water Expo

This Saturday, September 24, the Escondido Fire Department and Rincon Del Diablo Water District’s Fire and Water Expo/Open House will take place at Fire Station #4, located next to Kit Carson Park. The event will run from 10 a.m. to 2 p.m. and will be a fun and informative event for the whole family.

City of Vista and Vista Chamber of Commerce to hold 12th Annual Vista CARES Business Walk

The City of Vista and the Vista Chamber of Commerce are holding the annual Vista CARES Business Walk on Thursday, October 6 from 8:00 am-12 pm in the Vista Business Park. The kick-off event will be held at 8:00 am at the Hyatt Place San Diego/Vista-Carlsbad located at 2645 S Melrose Drive in Vista.

The City of Vista conducts an annual survey of the business climate in the City’s Business Park with the help of local volunteers. The power of the Business Walk is that individual business owners and managers can meet with the business and civic leadership of Vista who have the ability to act on their behalf to ensure a prosperous business climate.

Legislation Aims to Prevent Power Outages and Fires by Phasing in Non-Conductive Foil Balloon Material

SAN DIEGO, September 21, 2022 – Each year, electrically-conductive foil balloons – popular for celebrating birthdays, graduations and other special occasions – cause thousands of power outages across California and the nation when they get tangled up in power lines. Occasionally, foil balloons caught in power lines also spark fires and bring down electrical wires. (See this dramatic footage of a foil balloon in power lines. To help reduce fire risk and prevent power outages, manufacturers and retail outlets in California will be required to gradually phase in the production and sale of non-electrically conductive foil balloons in the coming years. This change is prompted by new legislation signed by Gov. Gavin Newsom and sponsored by Assemblymember Bill Quirk (D-Hayward) in collaboration with San Diego Gas & Electric.

“Balloon safety can go a long way in preventing power outages and fires,” said Assemblymember Quirk, D-Hayward. “With California facing increasing wildfire risks and electric reliability challenges due to climate change, it’s important that we do everything we can to mitigate fire risk and prevent power interruption.”

Under Assembly Bill 847 signed by the governor on Sept. 18, anyone who sells and makes any foil balloon for sale is required to ensure that those balloons meet certain requirements, including passing a standard test (IEEE 2845) that is approved by the Institute of Electrical and Electronics Engineers (IEEE). Per the legislation, non-electrically conductive foil balloons will be phased in over several years, after the IEEE approves the final standard for testing non-conductive foil balloons or by Jan. 1, 2027, whichever is later.

“Our top priority at SDG&E is to provide safe and reliable service to our customers,” said SDG&E CEO Caroline Winn. “That’s why our engineers persisted over the past decade to develop an innovative balloon material that looks just like a regular foil balloon but doesn’t cause outages or increase fire risk – solving an industry-wide problem.”

Seeking to solve the conductivity issue with metallic balloons while still allowing foil balloons to remain a consumer product, SDG&E worked with a leading U.S. balloon manufacturer, Anagram, to develop and test a balloon made of non-conductive, shiny material. This balloon was successfully tested in conditions common to SDG&E’s, Southern California Edison’s (SCE), and Pacific Gas & Electric’s (PG&E) electrical distribution systems.

In SDG&E’s service territory, existing foil balloons cause around 100 power outages each year and have sparked an average of 3 to 4 reportable fires every year from 2015 to 2021. In fact, over the six years, SDG&E recorded over 700 outages and 28 reportable fires all due to foil balloons coming into contact with overhead power lines. This happens because the metallic exterior of the foil balloon conducts electricity, so when it floats into an overhead power line the balloon can cause an electrical fault, blackouts, or worse, sparks that can start fires. Elsewhere in California, PG&E reported that metallic balloons that drifted into its power lines caused more than 600 outages in 2021, a 27% increase from the previous year and the highest number of balloon-related outages the company has seen in a decade. In 2021, SCE recorded 1,103 outages caused by metallic balloons that impacted 1.6 million customers for 7,630 hours. 7,630 hours. Neighborhood Healthcare Launches Mobile Health Program at Escondido Union High School District

ESCONDIDO, Calif. (September 21, 2022) – Neighborhood Healthcare, a regional Federally Qualified Health Center providing a wide range of health services, announced today the launch of its behavioral health mobile services program with the Escondido Union High School District.

The initiative improves student access to such services through a mobile health center vehicle at Del Lago Academy, San Pasqual High, Escondido High, Valley High and Orange Glen High Schools.

“Bringing this program to the schools eliminates barriers to accessing care, for example transportation, insurance, or time in a busy schedule to attend doctor appointments,” said Gabriel Rodarte, MD, Behavioral Health Medical Director at Neighborhood Healthcare. “We will do so in a safe and supportive environment and are grateful to UnitedHealthcare and other organizations that provided the grants to support these efforts that align with our stated mission to deliver quality, compassionate, whole-person care to everyone regardless of circumstance.”

The mobile health center vehicle will be on the campuses weekly. Both students and parents will have access to educational resources through the school’s website and QR codes. Licensed therapists will provide counseling with the full support of the Behavioral Health Department should any student need enhanced care.

“We recognize the importance of supporting our student’s mental health and were so pleased to open Wellness Center spaces on our three comprehensive high school campuses last year,” said Escondido Union High School District Superintendent Anne Staffieri, Ph.D. “This partnership with Neighborhood Healthcare allows us to provide additional behavioral health supports to even more students in our district. Access to behavioral health services is especially important for our community as nearly 80 percent of students in our district are either homeless, foster youth, or of low socio-economic status.”

The behavioral health mobile services program at the Escondido High School District’s campuses will cost approximately $720,000. The funding for this initiative came in part from:

This month’s focus will come on the tail of the 38th annual Coastal Cleanup Day on September 17th and last month’s Carlsbad Community Cleanup hosted by Richness of Giving on August 20th. October’s cleanup will be one of a half dozen or more that have taken place specifically in downtown Carlsbad.
