Cannabis Revenue-Emergency Operations-Address Homelessness on Vista Council Agenda

The Fire Department is proposing to purchase two Pierce Arrow XT triple combination pumper fire engines from South Coast Fire Equipment, Inc. The fire engines were approved in the Fiscal Year 2021/22 Operating Budget. These engines will replace engines purchased in 2008 and reside at Station 1 (unit F-52) and Station 5 (unit F-53), which have 136,723 miles and 133,808 miles, respectively. Units F-52 and F-53 will be utilized has reserve units. The current reserve engines at Station 5, F-41 and F-42, will be removed from the fleet and go to auction.

EMERGENCY OPERATIONS PLAN
The City of Vista Emergency Operations Plan (EOP) is a comprehensive emergency management system that provides for a planned response to disaster situations associated with natural, manmade, or technological incidents. The EOP follows the National Response Framework and is aligned with the California Standardized Emergency Management System
(SEMS) and the Incident Command Structure. The EOP specifically describes roles and responsibilities of participants within the Emergency Operations Center while following an emergency management structure of authority. The EOP also describes mutual aid in the region, outlines sources of outside support, and details how the City responds to terrorist activities

On March 10, 2020, the City Council adopted a Strategic Plan to Address Homelessness (Strategic Plan) that is designated to address homelessness through programs and practices that have proven successful in other places but are tailored for Vista. The Strategic Plan is a living document that requires ongoing development and updates based on funding sources, legislative changes, community need, and program outcomes. The Strategic Plan utilizes a three-pronged approach, blending services, resources, and enforcement to address the following primary goals:
1) Prevent Homelessness; 2) Improve Quality of Life; and 3) Reduce Homelessness.
The Strategic Plan was created through extensive community outreach and input including four community meetings, two business community meetings, four City Council meetings, one public workshop and 14 one-on-one meetings with various homeless service providers and community groups. The Strategic Plan was also open for a 21-day public comment period.
