City of Carlsbad Wants Input for Kelly and Park Improvements

The City of Carlsbad is committed to improving mobility throughout the city so people can easily and safely get where they want to go through their choice of travel such as driving, biking or walking. These infrastructure improvements to enhance safety for all modes of travel create “complete streets.”

One area the city is focusing on is around Kelly Elementary School and Laguna Rivera Park, where improvements are being planned to encourage drivers to slow down, improve biking and walking safety and enhance connectivity to nearby trails.

To ensure the project continues to reflect the community’s needs, the city is looking for community feedback on:

Bike and pedestrian pathways on Kelly Drive from Hillside to Park and on Park Drive from Kelly to Neblina
Traffic intersection control at Kelly and Hillside

Community members have two ways to provide feedback about the design alternatives.

Background
Over the last several years, feedback from neighbors and the school community has helped the project team design improvements to slow down traffic, enhance biking and walking safety and improve access for school drop off and pick up.

The project includes:

New bike lanes with buffered bike lanes on Kelly from El Camino Real to Hillside
Wider sidewalks
Realigned crosswalks
Protected multiuse trails
On street parking
Safety features at intersections
Trail connection to Agua Hedionda Lagoon

Next steps
Community feedback will be used to select a preferred conceptual design alternative, which will then be presented at a Traffic & Mobility Commission meeting tentatively scheduled for June 2022.
