What is a Climate Action Plan
A Climate Action Plan (CAP) is a long range plan that outlines strategies to reduce greenhouse gas (GHG) emissions. The City adopted its CAP in 2013 in compliance with the adopted policies in the General Plan and consistent with the State of California’s Assembly Bill (AB) 32, known as the Global Warming Solutions Act of 2006.

What are the State of California’s GHG Reduction Targets
•Reduce GHG emissions to 1990 levels by 2020 – A target established by the Global Warming Solutions Act of 2006, also known as Assembly Bill (AB) 32
•Reduce GHG emissions to 40 percent below 1990 levels by 2030 – A target established by Senate Bill (SB) 32
Climate Action Plan Update
Support from the SANDAG Roadmap Program enabled the City to initiate an update to its CAP in 2017. The CAP update is needed to comply with the State’s SB32 requirements to reduce GHG emissions to 40 percent below the 1990 levels by 2030.
The main elements of the CAP will include:
•Greenhouse gas emissions inventory and projections
•Greenhouse gas reduction targets and measures
•A monitoring strategy
•A Development Review Checklist and Implementation Cost Analysis
The City has completed a draft greenhouse gas emissions inventory and projections document, which summarizes emissions from 2012 to 2014 and the business-as-usual projections for 2020, 2030 and 2035.

In the long term, the CAP will provide co-benefits to the community by reducing air pollution, supporting local economic development, and improving public health and quality of life.
Community Input to Develop the CAP
The City will be hosting three public workshops to engage City residents, businesses, and community leaders in the CAP update development process. All three workshops will have the same information. These workshops will provide an opportunity to ask questions, learn more about the CAP update process, and to provide input and feedback on its development. Feedback will be gathered through real-time polling and survey responses at the workshops. The City will incorporate input from these workshops and an online survey into the CAP to create a plan that reflects the values and vision of the community.

An online survey will soon be launched on the website to gather input from members of the community who are unable to attend these workshops, or for those who wish to provide additional feedback following workshop attendance.
