City of Escondido Welcomes New Development Services Director, Kevin Snyder

The City of Escondido is pleased to announce the appointment of Kevin Snyder as its new Director of Development Services, effective November 17, 2025.

Kevin brings more than 33 years of experience in both the public and private sectors, with a broad range of expertise in executive leadership, organizational development, community planning, and economic development. He is highly skilled in zoning, housing, transportation, and environmental planning, and has managed large operating budgets and multi-million-dollar capital improvement programs.

Most recently, Kevin served as the Development Services Director for the City of Chandler, Arizona, where he led a team of 86 multi-disciplinary professionals and oversaw a $32 million operating budget and a $28 million capital improvement program. He has also held leadership roles in California, Oregon, and Washington.

Throughout his career, Kevin has been recognized for his collaborative approach, commitment to employee development, and ability to build strong partnerships across departments, agencies, and communities. He has extensive experience facilitating City Council retreats, community meetings, and organizational initiatives that foster innovation and high performance.

In his new role with the City of Escondido, Kevin will oversee planning, building, engineering, and code compliance functions, helping guide the City’s vision for responsible growth, revitalization, and long-term sustainability.

The City would also like to extend its sincere appreciation to Christopher McKinney for serving as Interim Director of Development Services during this transition. His leadership and dedication have ensured the continued success of the department and the critical projects underway. Christopher will return to his role as Deputy City Manager in November.
