Assembly Bill 2124 (Davies) is a common-sense measure aimed at safeguarding our children from the tragic fate of drowning, a concern that resonates deeply across California’s beautiful landscapes, from its scenic coastlines to its rivers and lakes The urgency of this bill is underscored by the alarming statistics: between 2016 and 2021, over 2,500 lives were lost to unintentional drownings in our state alone, the majority of which could have been prevented.
The Centers for Disease Control and Prevention highlights that unintentional drownings are the second leading cause of accidental death among children aged 0 to 17 and the primary cause for those aged 0 to 4. Despite these staggering figures, a study by the Red Cross reveals that 54% of Americans lack basic lifesaving swimming skills.
