Proposed General Plan Amendment and Zone Change for Pheasant Hills on Vista Council Agenda

They will be discussing a proposed application for a General Plan Amendment and Zone Change.
The project site consists of approximately 3.3 acres located south of Guajome Street, east of Lado de Loma Drive, and west of the North County Transit District (NCTD) rail line. The site comprises of six separate parcels. Five of the parcels are undeveloped and one parcel is developed with an existing single-family home at 212 Guajome Street.

The 2007 specific plan allowed for the development of 15 single-family homes with a private street accessing Lado de Loma Drive. In 2018, the Pheasant Hills Specific Plan was amended to allow for 24 single-family homes in a similar arrangement with access to Lado de Loma Drive.

The conceptual plan depicts a layout for a four story multi-family residential apartment building over a two-story parking garage, a portion of which would be placed underground. The proposal seeks to develop up to 120 residential units within the building on the site with vehicular access to Guajome Street just west of the NCTD rail line.
