At the City Council meeting on January 14, 2020, the Council received a report from Community Development Director John Conley regarding housing legislation recently enacted by the State and discussed its implications for the City. If you live in Vista, your town is going to change and we feel you will not be happy.

The State Legislature approved several housing bills in the 2019 legislative session that were signed by the Governor and became effective on January 1, 2020. These include changes to the laws pertaining to accessory dwelling units (ADUs), local control over private housing developments, requirements related to preparation and approval of the Housing Element of the General Plan, and State Density Bonus Law. A summary of the key housing bills is in the following VIDEO. We apologize for the flicking video, that is how it was transmitted from the city website.
