Three Arrested in Standoff at Harbor – July 3, 2023

On Sunday, July 2, 2023, at 4:06 pm, the Oceanside Police Department responded to the area of Harbor Drive and North Pacific Street to assist the California Highway Patrol (CHP) in locating a suspect believed to be the area. CHP was looking for a vehicle involved in brandishing a firearm at another motorist on Interstate 5, just North of Oceanside. The suspect vehicle was located in the 1300 block of North Harbor Drive. A high-risk vehicle stop was conducted, and the vehicle was found occupied by three subjects and several dogs.

Several resources were called to the scene, including the Oceanside Police armored rescue vehicle, due to the occupants being uncooperative and believed to be armed. Additional officers also responded to keep the large crowd of beachgoers gathering around the scene out of harm’s way. Police spoke with the occupants, who eventually exited the vehicle but remained uncooperative. After nearly fifty minutes, all three occupants were taken into custody. One officer was bitten by a suspect during the process and suffered minor injuries. The dogs in the vehicle were recovered and placed in the care of the Humane Society.

After a search of the vehicle, a firearm was not recovered. CHP took custody of the driver on unknown charges. Oceanside Police took custody of the two passengers. Thirty-year-old Dalia Salgado of Los Angeles was booked for suspicion of mayhem and resisting arrest. Thirty-six- year-old Angel Roybal of Los Angeles was booked for suspicion of resisting arrest. Both suspects were booked into the Vista Detention Facility.
