I write to ask you to remove from the Del Mar City Council agenda a proposed resolution opposing the Oceanside Sand Replenishment and Retention plan.

The proposed resolution not only formally opposes Oceanside’s plan before the plan has been finalized but also does so without a customary review process. The Oceanside Sand Replenishment and Retention plan has not even entered the design phase. Finalization of the plan requires coordination with regional cities, including Del Mar. More importantly, the proposed resolution focuses on a single aspect of the plan (retention) out of context of the entire plan (replenishment). In doing so, you are acting with incomplete and potentially erroneous information. To cite one example, coastal engineering experts and respected coastal scientists have stated that a retention system can be designed to mitigate down-drift shoreline impact. In any event, by not reviewing the plan in its entirety, the proposal fails to consider aspects of the plan which are beneficial to Del Mar.

Del Mar’s proposed resolution disregards the customary process of public review in which Del Mar and other cities are provided an opportunity to comment. Oceanside officials have repeatedly stated on the record that its Sand Replenishment and Retention Plan would not be approved if it has a deleterious impact on neighboring downdrift cities.

In summary, the proposed resolution appears to be a rush-to judgment without the benefit of complete information as well as an abrogation of the professional norms and courteous staff coordination that is expected to characterize relationships between sister-cities.

For these reasons, I request that you remove the proposed resolution from the city agenda or deny its approval.

Thank you for your consideration.

Sincerely,
Be sure to add your name in at the bottom of the letter
