Vista Approves ‘Know Your Rights’ Resolution

VISTA — The Vista City Council narrowly approved its Community Safety and Due Process resolution Tuesday after a tense special meeting marked by disruptions and hours of public comment.

The council passed the resolution, 3-2, which reinforces state laws when it comes to immigration enforcement, although there was an amendment to realign how the city interacts with its contracts and contractors. The resolution was brought forward by Councilwoman Corinna Contreras in September and directs the city to create a “Know Your Rights” webpage, restrict federal immigration enforcement in non-public areas at city facilities without a judicial warrant and strengthen protections for sensitive data collected by the city.

The meeting, though, saw several disruptions, some targeted at Mayor John Franklin, who, along with Councilman Jeff Fox, opposed the resolution, as at least 300 people packed the City Council chambers and a nearby community room for the overflow crowd.
