Vista Council to Discuss Homeless Shelter Operation

The Cities of Vista and Encinitas are jointly soliciting proposals from qualified service providers for the operation of the Buena Creek Navigation Center (BCNC or “Center”), which will be a low-barrier non-congregate navigation center, located in an unincorporated area of San Diego County in Vista. The Center will operate with 24 single room occupancy units, 18 allocated to the City of Vista and 6 allocated to the City of Encinitas, to help individuals experiencing homelessness or that are living in conditions not suitable for habitation. The proposed Center is intended to operate year-round.
The Cities of Vista and Encinitas (Cities) are committed to providing a secure environment where people experiencing homelessness may shelter, heal, and get on a path towards self-sufficiency. The Cities intend
for the BCNC to operate with the highest standards in safety, sanitation, and public services, creating a positive environment both inside the Center and in the surrounding neighborhood.
