(San Diego, CA) The San Diego County Sheriff’s Department conducted their annual promotion ceremony on Thursday, June 20, 2024. At this event, the Civilian Commendation was awarded to Vista resident Chris Ryan for heroism in the face of danger.
On June 12, 2021, Mr. Ryan returned home and heard a woman screaming for help nearby. Realizing it was his next-door neighbor, Karen Watkins, Ryan retrieved his firearm and ran to her home, jumping the fence and entering the home through the front door. Upon entering the kitchen where the screaming emanated, Chris Ryan saw a man on top of Ms. Watkins with his pants down as the man struggled with Ms. Watkins, forcibly tearing at her clothing.
Mr. Ryan pointed his Glock 17 pistol at the attacker and ordered him off Ms. Watkins. At this point the attacker moved from Ms. Watkins and toward Mr. Ryan, attempting to take his gun. As Ms. Watkins called 911 for assistance, the two men, separated by the kitchen island, continued to maneuver as Ryan shouted instructions for the assailant to get on the ground. Moments later, and prior to the arrival of Sheriff’s deputies, the perpetrator’s parents arrived and attempted to flee the scene in their car. Ryan (with the assistance of another neighbor) again used the threat of deadly force and ordered the family to stay in their car and await the deputies.
A K-9 unit was utilized to take the perpetrator down and is still in custody. Watkins later told deputies, “Mr. Ryan saved my life, and if it hadn’t been for my neighbors, I’m sure I’d be dead.”
According to the Commendation:
By taking immediate action in this situation and providing critical assistance, Christopher Ryan exhibited heroism in the face of danger, sacrificing his own personal concerns and safety, all for the greater good and to help another in need. The outstanding actions significantly contributed to saving Ms. Watkins’ life and prevented any further injury or harm.
The Commendation Award ceremony was delayed several years due to COVID concerns. The official ceremony was held at The Bob Hope Theater at Marine Corps Air Station Miramar.
