SANDAG Selects Transportation Corridor Agency (TCA) for New Toll System

SAN DIEGO — The San Diego Association of Governments Board of Directors voted unanimously to end a years-long saga of technical failures and financial mismanagement by approving a new partnership to operate the “nerve center” of the county’s toll roads.

SANDAG will enter into a $15.8 million cooperative agreement with the Transportation Corridor Agency (TCA) in Orange County to provide a new back-office system (BOS) for the Interstate 15 Express Lanes and the South Bay Expressway (SR 125), according to Chief Executive Officer Mario Orso. He said the new system will increase efficiency, reduce operating costs, and rebuild public trust.

The decision marks the final step in a three-part stabilization plan designed to restore public trust following the collapse of a previous $28 million contract with Deloitte and A to B. Officials said the move would lower the average cost of processing toll transactions while leveraging a proven system already in use by neighboring agencies.
