VISTA, Calif. – July 23, 2026 – Deputy Mayor Dan O’Donnell announced that the Vista City Council will hold a public hearing on Tuesday, August 11 at 5:30 PM to consider declaring 650 Sycamore Ave, the former Burlington Coat Factory site, a Public Nuisance.
The building has sat vacant for six years, with conditions continuing to deteriorate, including a partially collapsed roof. A nuisance abatement declaration would give the City legal authority to require the property owner to repair or improve the site and to intervene directly if the owner fails to act.
“I know many of you have watched this happen and wondered why it’s taken so long to address. I’ve wondered the same thing,” said O’Donnell.
“This declaration gives us an avenue to hold the owner accountable if they don’t follow through.”
Over the past four years, O’Donnell has maintained regular contact with Charles Company and hosted several town halls on the site. The company has agreed that all options are on the table, including submitting new plans for the property moving forward.
“I have heard and understand the frustration many of you have voiced about this property. I feel it too. Not just as your representative, but as a homeowner, taxpayer, and father,”
O’Donnell said. “This is meant to move things forward and finally get this space activated.”

O’Donnell called the hearing a critical step toward activating the site and rejuvenating the Sycamore & Shadowridge corridor.
