The Oceanside Unified School District (OUSD) has achieved an “A” grade on the 2026 School Bond Transparency Report Card released by the San Diego County Taxpayers Association (SDCTA). The district scored 24 out of 25 possible points on the association’s annual evaluation rubric.
The SDCTA report card evaluates local public school districts across five core governance categories: Citizens Bond Oversight Committee (CBOC) operations, program management, financial management, annual audits, and annual reporting standards. OUSD received full marks across four of the five assessment sections:
Citizens Bond Oversight Committee (CBOC): Earned full points for website accessibility, public posting of bylaws, active member listings, meeting agendas, minutes, contact information, and meeting frequency compliance.
Financial Management: Met all criteria by providing public access to the district’s current bond rating and detailed expenditures by project.
Annual Audit: Fulfilled all standards, including availability of financial audits, district responses to audit findings, and active CBOC participation in auditor selection, scope review, and report previews.
Annual Report: Secured top marks for publishing clear budget allocations, accomplishments, current program status, and district contact details.
