Arrest of Interest Made in Escondido

On 09-17-20, at 1:11 am, Escondido Police officers were dispatched to the 7 Eleven at 522 W. 9th Ave in Escondido regarding a subject passed out in a vehicle. The caller informed the police dispatcher that they tried to wake the man, but he was incoherent and the caller thought that the man appeared to be under the influence of drugs. When the responding officers approached the vehicle, they recognized the subject as Thomas Vann (08/09/1990), a known prior felon. Vann was observed wearing a ballistic style vest and loaded rifle magazines were plainly visible on the front passenger seat next to Vann.

Officers were able to wake Vann and detain him. As a result of a search of Vann and his vehicle, officers recovered 4 fully loaded rifle magazines, 126 rounds of rifle and shotgun ammo, 392 grams of methamphetamine, 78 grams of heroin, and stolen law enforcement gear (tactical vest, duty belt, medical kit, handcuffs, etc.). Officers were able to determine that the gear was stolen from a law enforcement officer down in the San Diego area on 09-16-20. Vann was booked on numerous drugs, weapons, and stolen property charges. He was later booked into the Vista Detention Facility.
