Fatal Vehicle Crash

PALA RESERVATION, Calif.- Officers from the California Highway Patrol (CHP) responded to reports of a head-on collision on SR-76, at Pala Mission Road.

On Wednesday, September 20, 2023, at approximately 12:00 a.m., a 43-year-old from Vista was driving a red Nissan Xterra in the eastbound lane of SR-76 at Pala Mission Road. A 65-year-old male from Vista was driving a white Toyota Rav-4 in the westbound lane of SR-76, at Pala Mission Road. For reasons still under investigation, the driver of the Nissan, crossed into the westbound lane and collided head-on with the Toyota.

The California Highway Patrol, San Diego County Sheriffs, and fire/paramedics responded to the scene. Unfortunately, the driver of the Toyota and a 59-year-old female passenger were pronounced deceased at the scene. The identity of the driver and passenger will be released through the San Diego County Medical Examiner’s Office. The driver of the Nissan was transported to a local area hospital for major non-life threating injuries.

At approximately, 1:36 a.m., the driver of the Nissan, Jesus Munoz, was subsequently arrested by officers from the California Highway Patrol Oceanside Area office. He faces multiple charges related to this incident including felony driving under the influence (DUI) and homicide related charges.

This investigation is ongoing, and the California Highway Patrol is asking anyone who may have information or may have witnessed this incident to contact the California Highway Patrol Oceanside Area office at (760) 643-3400.

Established in 1994, Shop with a Cop is an annual event sponsored by local law enforcement agencies, SeaWorld, Target and STAR/PAL that aims to provide children with a happier holiday season and encourage positive relationships with police.

This year’s host agency is National City PD and in December, over 300 uniformed officers from over 30 different local, state, and federal agencies will volunteer their time and partner with a deserving child, selected from local schools, for a fun-filled day of private animal shows at SeaWorld and a holiday shopping spree at Target.

California Legislature has Adjourned

The Legislature adjourned September 14th. We will reconvene for the second half of the 2023 – 2024 session January 3rd.

Several of my bills received final legislative approval last week. These include AB 1233, to help reduce opioid-related deaths in tribal communities by mandating assistance to tribal governments applying for naloxone and other opioid antagonist medications. AB 829 will allow courts to order persons on probation for animal abuse to undergo mental health evaluations and counseling in an effort to reduce future crimes against animals and, in some cases, against people. AB 1741, which allows qualified, unlicensed personnel to conduct certain tasks under supervision of licensed professionals will help laboratories meet high testing demand while maintaining access to accurate care. And earlier this year, AB 1325, which expands Microenterprise Home Kitchen Operations (MEHKOs) throughout California, was signed into law by Governor Newsom.

My co-authored bills include AB 912, which establishes grant programs for local governments, schools and community-based organizations to create parks, mental health clinics in schools, and encourage outreach to targeted gangs to reduce gang involvement and future crimes; SB 14 makes human trafficking of minors a serious felony, adding it to crimes subject to the Three Strikes Law; AB 474 directs the State Threat Assessment Center to prioritize cooperation with state and local efforts to dismantle and disrupt criminal drug trafficking networks; SB 67, requires coroners or medical examiners to report overdose deaths in a more effective, uniform manner so the opioid epidemic can be effectively tracked and addressed.

Public health will improve through AB 246, banning the manufacture and sale of menstrual products containing hazardous chemicals like perfluoroalkyl and polyfluoroalkyl (PFAS), and SB 90, which caps co-pays for insulin at $35 for a 30 day supply.

These are just a few of the bills I authored and co-authored this year. They are now on the Governor’s desk, (hopefully) awaiting his signature.

Doors are Open at Jackson’s Sports Bar and Grill Grand Opening Thursday

The newest restaurant and bar in Vista is set to open on Thursday at the Grand Opening of Jackson’s Sport’s Bar and Grill. The Chamber of Commerce Red Ribbon Cutting Ceremony for Jackson’s will be held at Noon on Thursday, September 21st. Members of the Chamber, Vista government officials and other dignitaries will be on hand to welcome owner Jack Nielsen to the Vista business community with the opening of Jackson’s. The sports themed bar and grill features numerous sports banners, flags and other items and people eating at the restaurant are encouraged to bring something from their favorite sports team to feature in the bar and grill.

The extensive menu has a number of burgers, sandwiches, salad, soup, sides, desserts, a kid’s menu, and appetizers offering plenty to pick from for lunch or dinner. The new menu will also nightly specials that include Flatbread pizzas on Monday, Sliders on Tuesday, Wings on Wednesday, Chili Dor Fries on Thursday and Brisket Dinner on Friday. There are eight T.V.’s in the bar and grill that will always have on a variety of sports to view.

The bar offers twelve Draft beers on tap from breweries like Karl Strauss, Booze Brothers, 805, Alesmith, West Brew, Elysian, Latitude 33, Golden Rose, Estrella Jlaisco and Ballast Point. There are also a number of bottle and canned beers and seltzers as well as a selection of wines to choose from.

Jackson’s Sports Bar and Grill will be open 7 days a week with the hours of 10 am until 10 pm Mondays through Fridays, 10 am until 11 pm on Saturdays and 10 am until 8 pm on Sundays. They will also offer Google online ordering to go. For more information call 760-295-1656.

Oceanside Police K-9 Jenko Retires

The Oceanside Police Department announces K-9 Jenko will retire following his last shift serving the city of Oceanside on Saturday, September 16, 2023.

K-9 Jenko, a seven-year-old Belgian Malinois, has served as an Oceanside Police K-9 for over six years. Jenko has worked alongside three different handlers, finishing his career with Officer Marshall, whom he has been partnered with since June 2020. Jenko will remain with Officer Marshall in retirement.

Jenko is a dual-purpose K-9 certified in both patrol work and narcotics detection during his final
3 years of service. Jenko also served with Officer Marshall as a K-9 attachment to the SWAT Team, responding to serve in high-risk operations, often aiding in the reduction of uses of force.

In his career, Jenko has had finds leading to over fifty narcotics and evidence seizures, including approximately twenty-five thousand dollars in currency, five recovered firearms, and over one hundred Kilograms of narcotics along with other evidence and drug paraphernalia.

K-9 Jenko has assisted in the location or surrender of over two hundred suspects and has had fifteen direct apprehensions of dangerous felony suspects. K9 Jenko has competed in many K-
9 competitions and holds top-five finishes in numerous categories.

San Marcos’ Community Development Block Grant Program Annual Report

The City of San Marcos has posted its draft consolidated annual performance and evaluation report, CAPER, on its website for public review and comment. The draft report has been available for the public to review since Thursday, Sept. 14. The city will keep the report on its website until Sept. 28, 2023, for public comment in compliance with the community development block grant, CDBG.

The CDBG is used to assist low to moderate income residents, households and communities to ensure they are connected with viable resources to expand their economic opportunities. For the City of San Marcos to receive these funds, it must develop an annual action plan and CAPER outlining how it plans to use the funds.

City of Escondido in Collaboration with I Love A Clean San Diego Saturday

On Sept 23rd from 9:00 AM to 12:00 PM, I Love A Clean San Diego, in collaboration with the City of Escondido, will be conducting litter removal within the creek trail, west of Harmony Grove Road. This effort is a part of the 39th Annual Coastal Cleanup Day, a countywide effort to keep our oceans and waterways clean. This cleanup will include community volunteers and members of Public Works, Environmental Services, and the Escondido Police Department. The cleanup comes at an opportune moment as the Community Oriented Policing and Problem Solving (COPPS) Unit of the Escondido Police Department has recently opened a community project to address public safety concerns regarding quality-of-life issues and criminal activity occurring at the location. In addition, the Citracado Extension Project is being built, which will add future creek trail paths for public use. Thousands Attend 21st Annual Vista Viking Festival at Antique Gas & Steam Engine Museum

An overcast Saturday and a little misty weather did not stop thousands of people from attending the 21st Annual Vista Viking Festival at their new location, the Antique Gas & Steam Engine Museum located on 2040 N. Santa Fe. Avenue behind Guajome Park Academy. The Vista Viking Festival location was in a large flat portion of the grounds just north of all the different facilities at the Museum. The much larger space, bigger than the former area by the Sons of Norway Hall on N. Santa Fe Ave., not only provided more room for all of the vendors and activities for the Viking Festival, but also provided a much larger parking area, even though by mid-day there were so many attending, parking did extend beyond the parking lot up N. Santa Fe Ave. James Jerpseth, President of the Vista Sons of Norway, was ecstatic about the new location and said he thought the Saturday attendance would exceed last years Saturday attendance of 6,500. He also said the Events Coordinator of the Antique Gas & Steam Museum, Niana Coyle, was extremely cooperative and great to work with when planning this event. James said all of the festival tents and different activity locations were assembled beginning Tuesday of the recent week with around 200 Sons of Norway and 75 Norwegian Fish Club Volunteers working long hours to set up the festival. The Daughters of Norway also had a large tent with numerous activities for visitors. Speaking of visitors, one activity to do at the Viking Festival is people watch as many attendees come dressed in amazing outfits trying to bring out their Viking aura. Some are very unusual and a little strange. Many get the dress-up wrong as they dress more medieval or “knightish”, wrong dates. Vikings were around 790-1066 AD, Medieval and knights 1400-1500, and Viking dress was fairly simply, even their battle wear. Oh well, having fun is the name of the game for the festival and many of the outfits are amazing.

Arriving early, Brian and I wandered the grounds to get a lay of the land for all of the tents and activities that made up the Viking Festival. Entering the new location, we noticed there was a large parking area located next to the festival. Vista Viking 2023 Festival clothing was on sale just past the ticket entrance. Going through the main entrance to the festival grounds there was a map picturing all of the different vendors, food booths, sports fields and other activities that would be in full swing once the festival started. We walked past the location of all the food booths to see what was offered. President Jerpseth said they intentionally only allowed food booths that were each selling different food items so patrons would have different selections of food and drinks to choose from. Patrons would purchase $1.00 tickets at tent locations just inside the entrance to the festival and turn these tickets in to pay for food or drink. Most people were purchasing tickets in groups of $20 or more.

Close to this area was a photo opportunity for individuals and families to be pictured with a Viking ship cut-out and donate money to the Multiple Sclerosis Society, an organization supported by the Sons of Norway. We also had a chance to speak with Past President of the Sons of Norway, Tim Undheim (Thor), who was welcoming visitors to the festival.

We passed tents set up for Twisted Horn Mead, Arcana Brewing, North County Homebrewers Association, Raging Cider & Mead, Barrel & Stave, Mediocrity and Prohibition Company Brewing. The food booths visitors could choose from were Frigg’n God Flatbread, Elixir Patrons coffees and teas, House of Norway specializing in Lefse, Viking Grill with the famous Berserkeg Dog, the Viking Kitchen with many selections like the Valkyrie Feast of Swedish meatballs and Double berry shortcake, Kai’s Meat Pies to select from Beer or Lamb or Curry Chicken or Sausage Rolls, Hawaiian Beach Ice, Gourmet Grilled Cheese, Breakfast Burritos and Nordic Ice. So much to choose from you could just go to the festival to eat and eat some more. There was also a table for tasting Viking Spirits from the Scandinavian countries.

A large, covered tent area across from the food and drink booths was set up for tables and chairs to eat at or you could go to the Entertainment tent (Songrbryggja) to listen to a variety of groups performing or watch different contests. The first group to perform was Damekor, a traditional Norwegian Women’s Choir. This would be followed by the introduction of the Viking Queen and her court, Storytelling by Tru Thomas the Storyteller, a Beard Competition, and throughout the afternoon and evening performances by the Silk Button Butchers, Blindfold Monks and Highland Way. When Vista Viking Festival 2023 Queen Claire Jarvis was introduced to the crowd she reminded everyone to “have fun and pillage a little”.

Surrounding the outside edges of the festival were tents and Viking encampments set up to allow visitors to feel as if they have stepped back in time to the 10th century. These included Drafn, House Vinland, Celtic Norse, Red Hand, Wolvesav Odin, Vesterfolk and Wolf & Serpent. These groups wore authentic clothing and had implements to go along with their encampment. There were also several Rune Quest sites where kids could take part in a variety of games and contests. A Rare Mettle Custom Silversmith group was working on making knives and other items. The Medieval Fighting Club had a large area where a variety of items were on sale like leather goods, swords, gloves and other handmade goods. There was also a Society for Creative Anachronism tent where visitors could learn about the Drafn Fighting Unit.

Just passed some of the Viking Village tents was a Weapons Range area (Vapnhus) where you could try your hand at either ax throwing, spear throwing or bow and arrow shooting. Face Painting was popular with the kids as was speaking with the builders of the large Viking ship built to scale and proudly unveiling its large sail. The Sleipnir was built by Tom Kottmeir and Ivar Schonmeyr and is completely seaworthy. We also spoke for a while with Scott Tower of the Brewing Monks of Croneburg as he demonstrated beer malting and information about their beer, mead and cider making. In the Daughters of Norway tent there were demonstrations of Rosemaling, Norse Lodge Knitters and Fiber Folks making various items, a Genealogy table and a variety of dolls, ornaments, decorations, painted wooden and carved wood items and much more. Some of the vendors visitors could visit and purchase a variety of items. These included The Tempting Tarts Bakery, The Surly Herbalist, Swift Hammer Leather, Phoenix and Crow Jewelry, Wildschwein Grooming Company, Northman Traders clothing, Valkyrie Mailleworks, Simply Bivin Design headgear, Ghetto Crafts, Wild Vines Woodworking, Gear Oils and many more. Horns and mugs of every shape and size were available as well as a multitude of leather goods. Cash and cards were accepted at these vendors.

One of the most popular activities to watch at the Viking Festival took place in the Sports/Combat large arena (Holmgangustada). This area was controlled by the International Highland Games Federation where contestants, male and female, competed in a variety of strength contests to select participants that would move on to participate in the 2024 World Games in Norway. Saturday was the men’s competitions and Sunday was the female competition. Seating surrounded part of the arena where visitors could watch the contests. These games included throwing 45 lbs. stones for distance, overhead stone press of 200 lbs. and log tossing. These feats of strength were contested by a number of individuals after a formal introduction and ceremony opened the event. PR Director for the Vista Viking Festival, James Nelson-Lukas aka Kvasir, spoke with me about how much better this location was as it allowed a much larger arena to be built for the competitions and a chance to bring in the Highland Games. Later in the day, some other participants would take part in a kids and adult fish fling, a Battle Cry, flaming ax throwing and armored combat demonstrations would take place in the arena.
