Oceanside Awarded $2M for Biogas Renewable Energy Capacity Expansion Project & Turf Replacement Rebate

The U.S. Bureau of Reclamation awarded the City of Oceanside $2 million for the City’s Biogas Renewable Energy Capacity Expansion Project and Turf Replacement Rebate. The City received the award after applying for the WaterSMART Water and Energy Efficiency Grant.

The $2 million will be used to integrate wastewater, water conservation, food scraps to energy, and water reuse programs to achieve greater energy sustainability and drought resilience. This project will reduce water consumption through the expansion of existing turf removal programs, increase the capacity to produce renewable energy from biogas at the City’s wastewater treatment facility, divert food scraps from landfill, avoid releasing excess carbon dioxide, expand capacity at the San Luis Rey Wastewater Facility, improve water quality and increase the production of compost.

The WaterSMART funding will fund diversion of food scraps from landfill to help meet the City’s zero-waste goals and state-mandated diversion goals. The City’s wastewater treatment facility will be upgraded to process slurried food scraps and convert it to energy. The additional local, clean, renewable energy produced through this project will power equipment used to run the City’s potable reuse, recycled water and wastewater treatment processes by offsetting grid-based electricity.

“The City of Oceanside works diligently to improve water efficiency by providing conservation programming, rebates, automated metering and other efficiency programs,” said Lindsay Leahy, Water Utilities Director. “Utilizing local biogas energy will reduce greenhouse gas generation and provide sustainable processes that will further Oceanside’s efforts to provide the most efficient use of resources.”

The WaterSMART Program, administered by the U.S. Bureau of Reclamation, provides water and energy efficiency grants to water districts and communities to modernize water delivery infrastructure and increase hydropower generation. These grants are meant to enable communities to conserve and use water more efficiently, and contribute to water supply reliability in the western United States.

Elder Abuse Suspect Arrested for Attempted Murder, Elder Abuse

On Thursday, April 20 around 10:00 p.m., deputies from the Fallbrook Sheriff’s Substation responded to a call of an assault on an elderly couple in the 200 block of S. Brandon Road in the unincorporated area of Fallbrook.

During the investigation, deputies found out Marcos Tapia (DOB 9/23/1991) attacked a 75-year-old man while he was in his bed. Tapia also attacked a 76-year-old woman with a baseball bat when she tried to intervene.

Both victims were treated at a hospital for non-life-threatening injuries. Tapia was arrested for felony elder abuse and assault with a deadly weapon at the scene.

A detective from the Sheriff’s Elder Abuse Unit took over the investigation. During the investigation, it was discovered Tapia had made previous statements about killing the victims in addition to making similar verbal threats during the attack.

After Tapia was booked into the Vista Detention Facility, a charge of attempted murder was added based on his previous statements, history of violence and the severity of the recent attack.

The Sheriff’s Elder Abuse Unit investigates crimes against elders and dependent adults within the department’s contract cities and unincorporated areas. We are committed to the successful prosecution of those committing these crimes

California Surf Museum Opens New Exhibit May 1

The Science of Surfing

Come see this eye-opening fun and informative exhibit as we explore the many surprising connections between science and the advancement of modern surfing. Funded by a City of Oceanside Covid-19 Nonprofit Grant, this multi-media exhibit is designed to engage all visitors, regardless of their familiarity with surfing.

Carefully curated to comply with STEAM (Science, Technology, Engineering, Arts and Mathematics) and the California Next Generation Science Standards, this new exhibit is also a learning tool for students from elementary school through high school and beyond.

This entertaining and educational display highlights wave energy, tides, types of surf breaks and conditions as well as custodianship of our oceans, which is explained through a series of charts, diagrams, photographs, art, and the use of video monitors. By blending history and science, the display covers a wide variety of information designed to engage all visitors, regardless of their familiarity with surfing.

“While modern science is forever looking for explanations of what goes on in the natural world, modern day surfers have been at the ready to apply this knowledge where they can in advancing in the art of riding waves,” says CSM President Jim Kempton.

“As early as the mid-1940s, California surfing trailblazer Bob Simmons, a former Cal Tech student, was consulting hydrographic coastal navigation charts to discover formally unknown surf sites. He also was applying technological advances found in a Navy, MIT-led, World War II study intended to improve the speed and maneuverability of military boats in launching a revolutionary new phase in surfboard design and materials.

“I believe this beautifully realized, important new exhibit explores this surfing/science connection in a way that will enlighten and entertain all museum visitors.

“We are proud to present it.”

For planned scheduled field trip visits during museum operating hours (10am – 4pm) teachers will receive (prior to their visit) a Teacher/Student Packet about the exhibit which includes background notes, lesson plan formats with activities and a copy of the book, “The Science of Surfing” by Kim Dwinell. Each student will also receive memorable items related to the exhibit.

San Marcos Accepting Applications for Boards and Commissions

Qualifications include residence within the City of San Marcos and qualified electors of the city. Appointments are made by the Mayor with consent from the City Council for the following Commissions: Parks and Recreation, Youth, Traffic, Planning and Community Foundation. Escondido Fire Department Update

Last week, many of our firefighters conducted annual wildland firefighter proficiency training in the area north of Lake Hodges. This training includes safety information, progressive hose lays, hand tool fire line work, water drafting and emergency shelter deployment.

On April 20, the City’s Public Works crews discovered and reported to the Police & Fire Communications Center that multiple palm trees and dead brush had caught fire on the north side of Kit Carson Park. A full vegetation fire response was dispatched to quickly contain and control the blaze. The cause of the fire is under investigation.

On April 20, the Police & Fire Communication Center received reports of a vehicle rollover accident in the area of N. Citrus and E. Mission Ave. Fire crews arrived on scene to discover a two-vehicle collision, with one vehicle flipped over and lying on its roof. The drivers of the vehicles were quickly removed with a hydraulic rescue tool (Jaws of Life), treated and then transported to nearby hospital. The cause of the collision is being investigated by Escondido Police Department.

Officer Aaron Reber’s last official day is May 1. He served with the Escondido Police Department for 28 years, with more than 20 of those years as a School Resource Officer (SRO). Officer Reber’s partners and the leadership at the Escondido Union High School District hosted a surprise retirement party for the officer who has had such a profound impact on so many lives. Officer Reber has truly set the standard for our SRO Team! Chief Varso presented Officer Reber with a well-deserved retirement plaque and retirement badge. You will be missed, Aaron!


SWAT Academy Graduation
Please join us in congratulating Officers Reyes, Tovias, and Montross on completing the San Bernardino Sheriff’s SWAT Academy. This academy has a reputation for being one of the most physically and mentally demanding SWAT academies around. During the academy, these officers received 120 hours of instruction in tactics, firearms, physical fitness and other SWAT-related topics. Great work, gentlemen!
