County to Purchase Green Oak Ranch

I am thrilled to share a significant milestone achieved at this week’s board meeting: the approval to purchase Green Oak Ranch.

This marks a pivotal step towards addressing the pressing issues of homelessness, mental health, and addiction in San Diego County.

As many of you are aware, homelessness, mental health, and addiction continue to pose profound challenges in our community. Despite our collective efforts, the 2023 Point in Time Count revealed a 22% increase in homelessness, with a staggering 82% of the homeless population grappling with mental illness and/or substance use disorder. The shortage of resources and tailored housing exacerbates the crisis, necessitating immediate action toward comprehensive, long-term investments in our continuum of care.

Green Oak Ranch, situated in Vista, has been a beacon of hope and healing for nearly a decade. It hosts the annual Veteran Stand Down and offers faith-based sober living programs. My vision for North County, rooted in “treatment and healing,” aligns perfectly with the ethos of Green Oak Ranch. As I have consistently emphasized, my approach for North County has been focused on “treatment and healing,” not shelters and parking lots.

I envision Green Oak Ranch as a sanctuary for recovery, with 24/7 staff, services, and security, providing longer-term care rather than a revolving door of temporary solutions. The facility will offer a supportive environment for individuals seeking to transform their lives, providing essential services not readily available to those in need.

This is just the first action in a bigger goal to address homelessness and addiction in our region. Enabling addicts to continue using is not compassionate, and allowing people to live on our streets is not compassionate. We can do better, and Green Oak is a significant step forward.

S.D. County Chief Administrative Officer Search Explodes

COUNTY — As if ripped out of the pages of Mr. Toad’s Wild Ride, the San Diego County Board of Supervisors was rocked by protests and claims of racism regarding the search for its new top executive.

During Tuesday’s meeting, dozens of union workers and organizers caused a 30-minute delay to demand the board hire Santa Clara Supervisor Cindy Chavez as the chief administrative officer. Chavez emerged as the frontrunner last year before a sexual harassment scandal sunk the career of former Supervisor Nathan Fletcher and the board was forced to restart the process.

However, the issue exploded on Tuesday after Chavez notified local unions last week she is no longer being considered for the CAO job, according to the San Diego Union-Tribune. La Prensa reported on Friday the supervisors have narrowed down the applicants to two finalists, who will go before a 10-member panel of residents before final interviews with the supervisors later this month.

The CAO is the top non-elected position in the county (akin to a city manager) and oversees the day-to-day operations, the $8 billion budget and manages requests from the supervisors, among other responsibilities. Currently, Sarah Aghassi serves as the interim CAO after Helen Robbins-Meyer retired earlier this year.

Doug Moore, executive director of United Domestic Workers Local 3930, spoke at a rally outside the county chambers and said Chavez did nothing wrong and should be considered. He said it takes courage to vote for Chavez and the county’s “business as usual” approach to the CAO does not work for the unions.

Investigation of San Diego Sheriff’s Department Deputy-Involved-Shooting

Fallbrook – On Saturday, May 4, 2024, at approximately 11:37 a.m., the San Diego Sheriff’s Department Communications Center received numerous calls from several citizens reporting a male brandishing a handgun while walking east along Mission Road (SR-76) at Old River Road in Bonsall. In addition, several of the reporting citizens reported the male was also armed with a knife and specifically described the handgun as a Glock style firearm.

Deputies were immediately dispatched and as they drove to the area, a request was made for assistance from a Canine Unit and a police helicopter. As deputies responded to the area, numerous additional citizens continued to call the Sheriff’s Department to report the male was armed with a handgun and was walking east along Mission Road (SR-76). As the first two patrol deputies arrived at the intersection of Mission Road (SR-76) and Via Montellano, they contacted the male who was still brandishing a knife in one hand and what appeared to be a Glock style firearm in his other hand. The deputies gave the male numerous commands to drop the weapons he was holding as they waited for additional resources to arrive. However, the male refused to drop the weapons he was brandishing, and a deputy involved shooting occurred.

Both deputies fired their department issued handguns multiple times, striking the suspect in his legs and lower body. This incapacitated the suspect, and he dropped the weapons he was holding. The deputies were able to take the suspect into custody and immediately rendered first aid until paramedics arrived. The male was transported to a local hospital for treatment. At this
time, his injuries are considered non-life threatening. The two deputies involved in the shooting were not injured during this incident.

The suspect in this case has been identified as Patrick Wendell Lowell of Escondido. He is described as a 66-year-old white male. Lowell was arrested for Assault with a Deadly Weapon on a Peace Officer and an outstanding felony warrant.

The deputies involved in the shooting have been employed by San Diego Sheriff’s Department for three and five years, respectively. Both are currently assigned as patrol deputies from the Vista Patrol Station.

Per the Countywide Memorandum of Understanding, the San Diego Police Homicide Unit was called to the scene to conduct the deputy-involved-shooting investigation. Detectives are currently gathering evidence, interviewing witnesses, and examining the circumstances surrounding the shooting. The weapons the male was reported to have been brandishing were recovered at the scene.

The investigation and review process for deputy-involved shootings are extremely thorough. When the Homicide Unit completes its investigation, it will be reviewed by the San Diego County District Attorney’s Office to determine if the officers bear any criminal liability for their actions. The San Diego Sheriff’s Department will conduct an administrative investigation into the deputy’s discharge of his firearm. The Citizens’ Law Enforcement Review Board (CLERB) will conduct a review of the incident and provide any appropriate recommendations. The Federal Bureau of Investigations and the United States Attorney’s Office will also be monitoring the investigation.

National Day of Prayer was Observed at Vista’s Flag Pavilion

Vista, CA – May 4, 2024 – The 73rd Annual National Day of Prayer was observed with reverence and unity on May 2, 2024, at the Memorial Flagpole located on the intersection of S. Citrus and E. Broadway in Downtown Vista. Organized by a coalition of local churches and community leaders, this year’s event gathered approximately 150+ attendees under the theme “Lift up the Word, Lift up the World.”

The evening commenced with a Worship session by Restore Church at 5:40 PM, setting the tone for the proceedings. Pastor Frank Keeler from Lifeway Baptist Church welcomed participants with an Opening Prayer and read a Proclamation from the City of Vista, officially recognizing

May 2, 2024, as the National Day of Prayer in the city of Vista.

The Presentation of Colors and Pledge of Allegiance were led by Vista High School Air Force JROTC followed by a moving rendition of “The Star Spangled Banner” performed by Ben Williams & Noelle Marie Kerr from Lighthouse Players.

Throughout the event, prayers were offered for various areas of society, such as, Our Government, First Responders & Military, Community & Culture, and Churches & Spiritual Awakening. This included specifically praying in unity for the City of Vista, families, business community, and the homeless population. Local churches led worship sessions, underscoring the significance of collective faith in fostering community resilience.

Oceanside, CA (May 1, 2024) – The Boys & Girls Clubs of Oceanside have served the community with impactful educational programming for over 72 years. As advocates for year-round learning, we are excited to announce our fun and innovative summer program, “Passport to Adventure,” designed to provide children in our community with opportunities for growth, exploration, and learning. This program is made possible by a generous grant from San Diego Foundation. Thanks to their support, we will offer a diverse range of activities, including STREAM (Science, Technology, Research, Engineering, Arts, and Math) programs, as well as various enrichment, recreational, and career empowerment activities.
This grant comes as a collaborative effort to prevent the dreaded summer slide, which poses a critical threat to the academic progress of students, particularly those from underserved communities. Research shows that during the summer break, students can lose up to two months of grade-level equivalency in math and reading skills. By participating in a summer program, students not only prevent the summer slide but also have the opportunity to start the new school year with an advantage, setting them up for success ahead.

“Passport to Adventure” Summer Camp starts June 10th and runs through August 9th. Camp will provide more than just an enriching STREAM program. Vehicle / Bicyclist Hit and Run Collision Driver in Custody

Oceanside, CA – On Sunday, March 17, 2024, at approximately 11:35 pm, the Oceanside Police Department responded to calls of a fatal injury collision involving a vehicle and a bicyclist near the intersection of SR-76 and Singh Way. The victim, Tracey Gross, succumbed to her injuries the following day.

The driver of the vehicle fled the scene and remained at large until this morning. This morning at approximately 9am, the Oceanside Police Major Accident Investigation Team took Christian Howard, a 26-year-old Riverside resident into custody for Gross Vehicular Manslaughter and Hit and Run resulting in Death. This occurred at his place of work in Corona, CA.
