Shooting-Vista Victim Has Passed Away Homicide Investigation

It happened on Saturday, April 13 around 8:30 p.m. 21-year-old Frank Martinez was shot as he was walking in the 300 block of S. Santa Fe Avenue. Deputies arrived at the scene and located Martinez. Vista Fire Department personnel arrived and transported him to a hospital for treatment.

On April 29, 2024, The San Diego Sheriff’s Homicide Unit was notified by the Medical Examiner’s Office that Martinez had succumbed to his injuries. The San Diego Sheriff’s Homicide Unit will be assuming the investigation, which was being handled by Vista Street Narcotics and Gang detectives. No arrests have been made in this case. The shooting remains under investigation.

Escondido Fire Department Update

On April 23, the Fire Department acknowledged and thanked its robust Support Volunteer team in recognition of National Volunteer Appreciation Month.

In 2023, the Escondido Fire Support Volunteers volunteered a whopping 3,474 hours. The volunteers assist the Fire Department with mail distribution between the seven fire stations, headquarters and City Hall. In addition to providing firefighter rehab during major events, they also assist the department with public education, volunteering at events such as the street fairs and National Night Out.

In the morning of April 23, Escondido Fire responded to a traffic accident that resulted in a car driving into a gas pump, shearing it, and pinning a person under the gas pump. Firefighters quickly lifted the debris with rescue equipment and extricated the victim.

On April 25, Escondido Fire units extinguished a semi-truck tractor fire on Interstate 15 at the El Norte exit. During the overhaul phase it was discovered a fuel tank had been damaged. San Diego County Hazardous Incident Response Team was contacted and responded to the scene along with San Diego Hazardous Materials Team. The El Norte Parkway off ramp was closed for nearly 3 hours while the hazard was mitigated and the tractor and trailer were removed.

Oside Pier Fire Extinguished, Rebuild Begins

OCEANSIDE — The massive blaze on the Oceanside Pier was finally extinguished on Monday as fire crews worked diligently to put out the fire, which started around 3 p.m. Thursday.

Oceanside Fire Division Chief Blake Dorse said the fire began on the west end of the 1,960-foot-long pier, which erupted and left a massive plum billowing toward the east for hours. The origin of the fire is unknown, he said, although the preliminary investigation shows the blaze is likely accidental.

No injuries or deaths were reported, Dorse said.

Firefighters also “trenched,” or cut planks from the pier, about 50 feet east of the hammerhead to prevent the further spread of the fire. The trenching was part of OFD’s “defensive” tactics, which meant allowing the structures to burn but preventing the fire from advancing down the pier, according to Dorse and Mayor Esther Sanchez.

Fatal Crash on I-5 in the Camp Pendleton Area

CAMP PENDLETON, Calif.- On Thursday, April 25, 2024, at approximately 9:00 p.m. officers from the California Highway Patrol-Oceanside Area Office responded to reports of a two-vehicle collision on southbound Interstate 5, south of Cockleburr, in the unincorporated San Diego County.

A 19-year-old male from Florida was driving a silver Hyundai Genesis in the southbound lanes of Interstate 5. For reasons still under investigation, the Hyundai veered to the right and onto the shoulder where it collided into a parked Kenworth truck tractor.

The California Highway Patrol and Camp Pendleton fire/paramedics responded to the scene. Unfortunately, both the 19-year-old male driver and his 21-year-old male passenger (from Pacoima, California) succumbed to their injuries while at the scene.

It is not yet known if alcohol and/or drugs played a factor in this collision. The investigation is ongoing, and the CHP is asking anyone who has information or may have witnessed this incident to contact the Oceanside Area CHP office at (760) 643-3400. The identity of the deceased will be released through the San Diego County Medical Examiner’s Office.

The mission of the CHP is to provide the highest level of Safety, Service, and Security.

San Diego is the Epicenter for Illegal Immigration

San Diego is the new epicenter for migrants and illegal immigration.

Last week alone, Border Patrol apprehended over 9,000 illegal border crossers within the San Diego sector. This surge in illegal crossings has propelled San Diego to the unfortunate position of leading all nine southern border sectors in April, a trend unseen since the 1990s.

Since October 1st, the San Diego sector has witnessed a staggering 214,855 apprehensions, representing individuals from over 75 countries across the globe. Moreover, the closure of the processing center has led to over 37,000 migrant drop-offs in the past two months alone. This doesn’t account for the frequent occurrences of boats washing ashore, averaging three to four incidents weekly.

Human smugglers have identified California, particularly the San Diego border sector, as the path of least resistance for illegal immigration. Border Patrol has inadvertently become the ‘Uber’ for migrants entering San Diego County, and the County is the travel agent.

The recent allocation of $19 million in federal dollars will not solve the crisis, as the money will not be used to protect the border but only allow for more concierge service to get migrants to their destinations across the United States. We have laws set in place, but currently, the federal government is not upholding them.

Compounding these challenges is California’s sanctuary state status, which prohibits law enforcement from cooperating with immigration officials, hindering our ability to address these issues effectively. Even if local law enforcement were to respond swiftly to incidents such as boats arriving on our shores or breaches in border fences, state law prevents them from coordinating with immigration authorities.

This glaring loophole in our system poses significant risks to public safety and exacerbates the strain on our resources. We urgently need federal support and comprehensive reforms to manage this crisis and safeguard our communities.

So, how can you help? Contact your federal representative and tell them you want to fix the chaos at the border. The President and Congress has the power to do something, but they need to hear from you.

New Leadership Takes over MainStreet Oceanside

OCEANSIDE — A changing of the guard will see new leader atop MainStreet Oceanside.

Rick Wright, the chief executive officer, finally calls it a career with the nonprofit and handed the reins over to Gumaro Escarcega to lead the downtown business association into the future. Although Escarcega technically took over on Jan. 1, Wright stayed on for a transition period, which was supposed to be until June, but left earlier this month knowing the organization is in good hands, Wright said.

MainStreet Oceanside is a nonprofit comprised of downtown businesses, he said, and works to lift up downtown, advocates for small business, development and much more.

“He was always my go-to person when I was stuck,” Escarcega said of Wright. “We always solved issues together and now I’m trying to find this transition and moving forward by supporting local businesses and my staff.”

Since the organization’s founding, it has grown to a staff of 32 with a $3.8 million budget and has worked tirelessly to enhance downtown Oceanside and promote small businesses. Some of their work includes two farmer’s markets, beach services, membership, advertising, annual events (Taste of Spring, Taste of Oceanside), the Independence Day parade and the award-winning shop local program during the Christmas season, Property Business Improvement District (PBID) and much more, Escarcega said.

“These are all revenue-driven operations,” he added. “We have the parternship with the city, like Gatekeeper, which is a security service in downtown. The city has been very generous on this program because they fund most of it now.”
