The City’s Public Works Department is working with Caltrans on scheduling the removal of the encampments along Highway 78, north of Thibodo Road on state property. Caltrans cleared the site the week of August 1. The City is also working with Caltrans on an ongoing basis to address homelessness and encampments on CalTrans right-of-way along Highway 78.
Caltrans reports the Sycamore Avenue / Highway 78 interchange is scheduled for a joint inspection/encampment removal every Tuesday and Caltrans inspects the Emerald Avenue interchange every Friday. Currently, Caltrans is working on a landscape improvement project on Emerald Drive.
Caltrans has a policy to post a 72-hour removal notice and provide social service for every encampment removal. The City’s Homeless Outreach team and social workers provide the social work services for Caltrans in Vista.
