Given the sudden and devastating impacts to Vista residents and businesses brought on by the COVID-19 crisis, the City has developed an economic recovery plan. The plan contains several elements to support and assist the Vista business community. During the April 14, 2020 City Council meeting, at the request of individual members of the City Council, staff presented a conceptual plan and the City Council discussed funding a Small Business COVID-19 Emergency Loan program. At that meeting, a majority of the City Council directed staff to return with a proposal for consideration.
Cannabis
Following adoption of Vista Municipal Code (VMC) amendments relating to the licensing of cannabis testing, distribution, and manufacturing facilities in 2019, staff received applications for special use permits to pursue cannabis manufacturing and distribution uses on zoned sites within the Vista Business Park. In the review of these special use permit applications, staff determined that certain amendments to the definitions and licensing provisions for these cannabis-related uses would be appropriate prior to formal consideration of the special use permit applications.
