CARLSBAD — Once again the controversial Windsor Pointe development in the Barrio neighborhood was the subject of discussion for the City Council.
The council approved/amended an updated management plan on Tuesday after residents have long voiced concerns, detailed police activity and more at the two sites. The update comes several weeks after a contentious meeting where the City Council, along with residents, took aim with Affirmed Housing’s handling of the No Place Like Home Project, which is geared to housing for low-income, homeless and serious mentally ill (SMI) residents.
The city owns the property and oversees the ground lease with Affirmed Housing, while ConAm is the property manager. NPLH is a low- to no-barrier program with no requirements for sobriety, according to state data.
The new plan calls for two security guards onsite at each location — 965 Oak Ave. and 3606 Harding St. — from 6 p.m. to 6 a.m., 24-hour video surveillance and a new visitor check-in and -out policy.
