CARLSBAD — A new improvement district could be incorporated into Carlsbad Village.
The Carlsbad Village Association is studying the creation of a Property and Business Improvement District (PBID), CVA Executive Director Christine Davis said. A PBID would be funded by an assessment on real property in a specific area, in this case, parts of the Village.
The money raised would fund services “above and beyond” a city already provides and cannot replace current services by a city, said Michelle Geller, director of economic development for the City of Oceanside. Oceanside approved a PBID for a section of downtown in 2019.
