Staff recommends allowing restaurants and microbreweries that qualify under any California Department of Alcoholic Beverage Control (ABC) regulatory relief actions to temporarily relocate some or all of their existing indoor seating capacity to outdoor seating in adjacent privately-owned areas such as landscaped areas and parking lots, sidewalks,and in adjacent public areas such as sidewalks within the public right-of-way and on-street parking in the Historic Downtown District of the Downtown Vista Specific Plan through a Seating Layout Review and Site
