The City of Vista understands the San Diego Scottish Highland Games community’s concerns regarding the recent adjustments to park rental fees for Brengle Terrace Park. The Highland Games are a valued and long-standing event, and we deeply appreciate their contributions to our community.
Previously, the Highland Games were not charged for using Brengle Terrace Park. In 2023, in accordance with our rental policies, we began charging for the portions of the park they utilized during the advertised event times. The fee for 2023 and 2024 was $13,326.
Following a recent policy review to ensure consistency and fairness for all events at Brengle Terrace Park, we determined that all events renting the park, including areas inaccessible to the public (such as for setup and cleanup), must pay for the full duration of their rental. This ensures equitable treatment for all park users. This updated fee for 2025 would be $33,992.
Additionally, the City can no longer subsidize rental fees for one event while requiring others to pay according to City policies. The special event park rental also includes revenue sharing, a common practice consistent with other municipalities’ policies for similar special events in their parks.
This policy applies to all special event rentals at Brengle Terrace Park, not just the Highland Games.
City staff invited the San Diego Scottish Highland Games organization to appear before the City Council at a public meeting to request a reduced rate. The San Diego Scottish Highland Games chose not to accept the City’s invitation before they decided to cancel the 2025 event.
