The County is expanding homeless outreach services by forming a North Region team to address the needs of people experiencing homelessness in North San Diego County. This is part of the County’s newly adopted Framework to End Homelessness. Their goal is similar to Vista’s by building trust with those who are unsheltered and to help them with available resources.

The City of Vista recently added a housing navigator who will work alongside the City’s Homeless Outreach Team.

The outreach team, which includes a social worker, is making progress by deploying resources in coordination with local and regional partners. The County’s new additional resources will double the City’s ongoing efforts to move unsheltered persons into safer, healthier places, including permanent housing.

The County will focus on creating a person-centered system, one that uses a housing-first approach, maximizes social services interactions and follows evidence-based and data-driven solutions. Outreach teams include a social worker, street case manager, and an outreach human services specialist who work in partnership with cities, including Vista, and service providers to better connect unhoused people with critical services and support including housing opportunities.
