February 9, 2021 The Vista City Council will discuss discounted rate for Moonlight Rentals

On November 12, 2019, adopted City Council Resolution No. 2019-146, approving the revisions to the Recreation & Community Services Facility Rental and Program Fees (Vote: 5-0). To best prepare for the possibility of capacity restrictions for live entertainment events, staff recommends the implementation of a discounted rate structure for rentals that reflects various capacity scenarios until operations return to normal. Current rental rates for both resident and non-resident non-profits assume the ability to sell all seats within the venue. There is a high likelihood that seating capacity at the Moonlight Amphitheatre will continue to be significantly limited due to the Coronavirus pandemic. A full-priced rental, paired with a significant reduction in ticket sales, is cost prohibitive to renters. By providing a discounted rate structure based on fluctuating capacity restrictions, renters can continue to utilize the Moonlight Amphitheatre, and the City can continue to collect revenue.

FISCAL IMPACT: Adopting a discounted rate structure for the Moonlight Amphitheatre will provide the City with rental income that may otherwise not be collected from renters facing capacity restrictions. The discounted rate structure allows the City to remain flexible and continue to collect rental revenue as restrictions change throughout 2021. The amount of revenue the City is able to collect from these rates will depend on future seating capacity and rental regulations.
