(OCEANSIDE, CA) The Oceanside Promise has appointed Dr. Rafe Edward Trickey, Jr. to serve as interim president and chief executive officer (CEO), effective June 24, 2019. Dr. Trickey possesses more than 30 years of professional experience leading educational and public-benefit institutions. He is president of the Greater Pacific Planning and Effectiveness Group, a consulting business he launched in 1988, and a former City of Oceanside City Treasurer. Dr. Trickey joined the Oceanside Promise’s board of directors in July of 2018 and was voted in as board treasurer during his first board meeting. Since then, he has served as a member of the executive committee, board, and advisory group.

“His extensive experience in education and public service, which includes leading the growth and sustainability of several nonprofit and educational institutions, will help strengthen our nonprofit and take our community-wide partnership to the next level.”
The Oceanside Promise is a cross-sector partnership united by a shared vision of every child and young adult reaching their fullest potential in college, career, and life. The partnership started in early 2015, with the goal of bringing representatives from nonprofit, education, business, government, and the faith-based community together to improve the social, emotional, and academic success of Oceanside’s children from cradle to college and career. The Promise’s current priorities include improving the kindergarten readiness and early literacy of all children with an emphasis on those living in poverty and increasing the college and career readiness of Oceanside’s graduates with an emphasis on Latino young men.
Dr. Trickey’s leadership profile includes service as president of Comanche Nation College in Oklahoma, president and chief executive officer of Sisseton Wahpeton College in South Dakota, and president and chief executive officer of the California-wide CHP 11-99 Foundation. A first-generation college graduate, he earned his doctorate in Educational Leadership from the University of California, San Diego and holds Master’s degrees from Columbia University in the City of New York and the University of Southern California. He is a proud resident of Oceanside, where he lives with his wife of 33 years, Barbara L. Hamilton, Esq., their three children and two grandchildren.

Dr. Trickey is succeeding Dr. Nicole Magnuson, who served as a doctoral resident and then executive director of the Oceanside Promise beginning in July of 2016.
