The City of Vista has changed the way city council representatives are elected and has switched from an at-large election to a district-based election system. Beginning in 2018, the City’s new by-district election system divides the city into four geographic sections. Voters in each district select one council representative who also lives in that district. The mayor will continue to be elected at-large by the voters of Vista. In this election cycle, District 3 and 2 are choosing for the first someone to represent their District.

The North County Daily Star interviewed the two City Council Candidates for District 2. Both candidates were asked the same questions and the two videos contained in this article reflected their answers about the City of Vista.

Joe Green

I was elected to office in 2016. Since being elected I have worked extremely hard to improve communications & community involvement city wide. My top 3 priorities are Public Safety, Infrastructure, & Business development. In addition to my role as a City Council Member, I currently serve our city as; Vice Chair RSWA (Regional Solid Waste Association), Board Member, SANDAG Transportation committee, Board Member Buena Sanitation, Board Alternate NC Dispatch JPA, Kiwanian, local youth leader, and Sunday school teacher. (North Coast Church Vista). I have owned and operated my own small business (Real Estate & Mortgage Company) since 1998. I’m the sole income of my family. I have 4 children; Emalee 21, Elena 19, Alissa, 17, and Joey 13. I’ve been married to my wife Jennifer for over 22 years. I serve Vista because I love this town. I believe in smart growth with adequate infrastructure. I want to work with my community to bring new innovative businesses to our town that can meet and serve the needs of our citizens. I want to be re-elected to continue to insure our city is a city where our citizens can feel safe, connected, and thrive. A city where our citizens are heard, their needs are met, and is an example of unity and collaboration for the betterment of our community. Elizabeth Perez

Elizabeth “Liz” Perez has been a resident of Vista most of her adult life. Liz is a US Navy Veteran, and is an enrolled tribal citizen of North Fork Rancheria Mono Indians located in Madera County and is a first generation Mexican-American. She comes from generations of military service, farmers and blue collar workers.
Liz founded GC Green, Inc. (GCG) in 2010. The company is a general contracting/consulting firm specializing in identifying and installing best of class energy efficiency, water conservation, renewable energy, and resiliency solutions for tribal, commercial, and governmental customers. Liz Perez, is a licensed in the State of California as a general B contractor.
Before launching GCG, Liz was active in the green build and engineering industry for six years in San Diego, California. Liz has continued to serve outside of uniform as a national speaker on energy national security and climate change.
In 2013, White House selected Liz as a “Champion of Climate Change & Clean Energy Veteran” and in 2019 invited her to the White House conference in support of Native American Veteran issues. She was selected to serve as a U.S. delegate in both Japan and Israel as an energy and water expert. In both 2017 and 2018, she was appointed to serve as Deputy Secretary for the California Department of Veterans Affairs.
She is ready to put all of her personal and professional experience to work for Vista. Let’s put her to work!!
***Liz has a 19 year old daughter and 12 year old son that live with her in Vista. Her daughter, Samantha Perez was Miss Teen Vista Princess in 2015. Her son Ethan Perez was has been playing for Vista National Little League since the age of 4 and was chosen as a Vista All-Star in 2018 & 2019.
