Learn How the City is Addressing Homelessness

The City Council approved the Housing Division’s continued use of a full time social worker and part-time housing navigator to address homelessness in Vista, after staff updated the council members on several key accomplishments reached over the past fiscal year. The Housing Division provided an update on the City’s Strategic Plan to Address Homelessness on September 28, 2021.

The Strategic Plan to Address Homelessness identifies high priority community needs:
Provide emergency shelter
Provide crime and delinquency prevention programs
Provide support services for seniors
Provide health services (including mental health)
Provide emergency assistance
Improvements to community parks, public facilities, and infrastructure

In Fiscal Year 2020/21, the City continued to address homelessness and other underserved populations in Vista utilizing federal and city funding sources to support the activities for 8,878 individuals:
Provided emergency shelter: 308 individuals
Assisted 125 youth by providing them with skills to deter and prevent crime and delinquency
Provided support services to 246 Vista seniors
Provided health services to 7,324 Vista residents
Assisted 336 with emergency assistance by providing food, shelter, clothes, and school supplies
Connected with 398 homeless residents with comprehensive assessments, housing navigation and other supports service region-wide
Provided Fair Housing services to 141 Vista residents
Cleared trash and debris from public properties: 31 tons

Funds received though the CDBG Coronavirus Aid Relief & Economic Security Act funding were allocated to support programs and services:
Interfaith Community Services: $150,000
City’s Senior Nutrition Program: $144,801
Vista Community Clinic: $85,082
Boys & Girls Club of Vista: $70,117
Public Infrastructure Improvements: $250,000
General Program Administration: $84,865
