Oceanside, CA – The American Public Transportation Association (APTA) has elected North County Transit – San Diego Railroad (NCTD) Bus System Safety Specialist, Tyler Brett, to serve as Secretary of APTA’s Bus Safety Committee.
In this role, Brett will help support the Committee’s initiatives on Safety Management Systems (SMS). In addition, he will assist in the development of safety practices, reviewing transit agency safety plans and supporting the Committee’s collaboration on industry-wide safety improvements.
“Tyler’s expertise and commitment to safety are a great asset to NCTD. He offers valuable insight and will bring immense benefit to the advancement of APTA’s safety initiatives,” said Deputy Chief Executive Officer/Chief General Counsel, Lori A. Winfree.
Since joining NCTD, Brett has played a central role in building and strengthening the agency’s safety framework across bus and rail operations. Brett was particularly instrumental in leading the safety components of NCTD’s transition from contracted bus service to a 100% directly operated model, effectively helping build a new transit operation from the ground up. Through that work, Brett helped establish the safety policies, procedures, training practices and compliance framework necessary to support safe and reliable direct operations.
Building on that foundation, Brett has developed standard operating procedures, designed accident investigation programs, and implemented structured workflows that help guide staff at all levels through consistent and effective safety practices. Brett also implemented and manages an employee hazard reporting system that has significantly increased frontline engagement by providing employees with an accessible QR code-based platform for identifying and reporting safety concerns.

APTA is a nonprofit international association that advocates for public transportation industry by petitioning for federal funding and policies, implementing industry safety and operational standards and encouraging professional development.
