Christopher Rodriguez Oceanside City Council District 2 shared his recent video covering a morning sweep of the San Luis Rey riverbed with Oceanside Police Department (OPD). The primary objective is to work with the homeless population through outreach and resources provided by our specialized Homeless Outreach Team (HOT). Secondary, objective is to identify “abandoned encampments” to include posting notice before removal of debris and paraphernalia.
