Oceanside Police Arrest Suspect in Fatal Hit-and-Run Collision

Case Update – July 26, 2022

Oceanside Police have identified and arrested a suspect in the hit-and-run death of 68-year- old Oceanside resident Cecilia Shu.

After weeks of canvassing the neighborhood surrounding the accident site and vehicle collision centers, investigators recovered the suspect’s vehicle. Combining physical evidence and witness statements, investigators identified the suspect involved in the collision as 34-year-old Oceanside resident Sean Richter.

Richter was taken into custody at the Oceanside Police Department on suspicion of felony gross vehicular manslaughter and hit and run with death.

Oceanside Police investigators have identified and located the vehicle believed to be involved in a fatal hit-and-run collision that occurred on June 5, 2022.

Investigators thank the public and media for their continued support in sharing the search for those responsible for this crime. Oceanside Police Department investigators continue working to ensure justice is served for both the victim and her family.

The Oceanside Police Department requests public assistance in locating the vehicle involved in a fatal hit-and-run collision that occurred on June 5, 2022, at approximately 8:19 am in the area of Benet Road and Leepish Drive in Oceanside.

The vehicle is a black 2019-2022 Honda HR-V. It is believed that the driver of the vehicle resides in the same neighborhood where the collision occurred. The vehicle is likely to have damage to the front bumper and grill.
