NOTICE IS HEREBY GIVEN that the Planning Commission of the Chartered City of Vista, California, will hold a public hearing in the Vista Civic Center Council Chambers, 200 Civic Center Drive, Vista, on December 6, 2022, at 6:00 PM, to receive and consider all evidence and reports presented at said hearing and/or obtained previously relative to the following matter:

P20-0256 – Dutch Bros Drive-Through – Brixton Pavilion, LLC
The project applicant, Brixton Pavilion, LLC, is requesting approval of a Special Use Permit and Site Development Plan to construct and operate a 950 square-foot drive-through restaurant within an existing retail shopping center located at 1940 Hacienda Drive (APN 166-054-44). This project is exempt under the California Environmental Quality Act in accordance with Section 15303 – New Construction or Conversion of Small Structures.

P22-0213 – New Community Church of Vista
The applicant, New Community Church of Vista, is requesting a Special Use Permit to establish a church, consisting of assembly/flex area, coffee bar, recording studio, meeting rooms, mercantile area, and counseling center in an existing commercial building at 802 S. Santa Fe Avenue. The proposed project is categorically exempt from the requirement to prepare an environmental document pursuant to Section 15301 of the California Environmental Quality Act Guidelines because the proposed project will result in only minor alterations to an existing private structure.

NOTICE IS HEREBY GIVEN that the Planning Commission of the Chartered City of Vista, California, will hold a public hearing on December 6, 2022, at 6:00 PM, to receive and consider all evidence and reports presented at said hearing and/or obtained previously relative to the following matter:

P22-0381 – Vista Business Park Specific Plan Amendment – City of Vista
The proposed project amends the Vista Business Park Specific Plan, Area “B,” the Research and Light Industrial and Business Support Group, related to land use and zoning standards. Proposed revisions add a “hotel” category to the list of uses permitted with a special use permit, amend allowable ancillary uses for retail sales purposes, and add a category for temporary special events related to approved tasting rooms.

NOTICE IS HEREBY GIVEN that the Planning Commission of the Chartered City of Vista, California, will hold a public hearing on December 6, 2022, at 6:00 PM, to receive and consider all evidence and reports presented at said hearing and/or obtained previously relative to the following matter:

P22-0377 – Inclusionary Housing Program – City of Vista
The proposed project amends Chapter 18.34, the Multi-Residential (R-M) Zone, and Chapter 18.35, the Mixed Use (M-U) Zone, of the Development Code, as well as amends the Downtown Specific Plan to establish requirements for an Inclusionary Housing Program. The proposal would require the reservation of nine percent of the residential units within a multi-family project of 20 units or more as a mix of low and moderate income units.
