At approximately 5:00 a.m. on August 4, Sheriff’s deputies responded to a report of an assault in the 400 block of North Santa Fe Avenue in Vista. The caller said 64-year-old Logan Hines used a BB gun to shoot at him but missed. Fearing for his safety, the caller took cover behind a nearby wall and did not feel safe returning to his apartment.
Deputies were already familiar with Hines due to multiple disturbances in recent days. Hines had destroyed his second‑floor apartment window, thrown various items into the communal courtyard, used a BB gun to shoot at vehicles, and verbally harassed neighbors at all hours of the day and night. Previous attempts to negotiate with Hines and de‑escalate the situation were unsuccessful.
When deputies attempted to make contact on August 4, Hines reportedly threatened to shoot and stab anyone who entered his apartment. The Sheriff’s Special Enforcement Detail (SWAT) was called to assist. After roughly one hour of negotiations, Hines exited the apartment and was taken into custody. Hines and one deputy sustained minor injuries during the arrest.
Investigators obtained a search warrant for Hines’ apartment. The search revealed the following items:
Methamphetamine and meth pipe
Taser
Metal knuckles
Homemade spear as well as multiple knives/machete
Black BB pistols
Hines was treated at a nearby hospital and later booked into jail for various felonies, including assault with a deadly weapon, elder abuse, criminal threats, felon in possession of a stun gun, and metal knuckles.
