Shelter & Safe Parking Options Vista Council Discusses

During their regularly scheduled meeting on January 25, the City Council discussed the details to be included in a Request for Proposals (RFP) to develop a year-round shelter in Vista. A RFP is a business document that announces a project, describes it, and solicits bids from qualified contractors to complete it. The City of Vista uses this process in many of its projects. The Council also discussed the idea of creating a safe camping and parking area for individuals in need of a place to sleep.

Following is a summary of the City Council’s discussions.

Year-Round Shelter & Operator
The City Council directed staff to finalize a Request for Proposals (RFP) to develop and operate a year-round shelter in Vista, which would include a minimum of 20 to 50 beds with space for pets. The provider would be responsible for all new construction and/or tenant improvements and ongoing building maintenance. The City does not have an allocated budget for the acquisition, construction, or ongoing operations of a shelter and proposers are required to develop a funding plan. City staff will include the Council’s direction and bring a proposed RFP back to the City Council for discussion at a later meeting this year.

Safe Camping & Safe Parking
The City Council directed staff to review locations and operations for a possible safe camping and parking site for the unsheltered in Vista. City staff will research possible locations and operation procedures and present the information to the City Council for discussion at a later meeting this year.
