VISTA, CA — The Vista City Council appointed Amanda Guy as Acting City Attorney on October 27, 2026, effective immediately, following the resignation of Walter Chung. Chung served as Vista’s City Attorney since August 23, 2022.
Guy has served as an Assistant City Attorney for Vista since February 2020. Her municipal law experience includes advising cities on land use, the California Environmental Quality Act (CEQA), public works, engineering, stormwater and transactional matters.
Before joining Vista, Guy served as a Deputy City Attorney for Carlsbad from 2018 to 2020 and for San Diego from 2013 to 2018. She previously worked in private practice after being admitted to the California bar in 2010.
Guy earned a bachelor’s degree in economics from Stanford University in 2007 and a Juris Doctor from the University of California, Davis in 2010, with an emphasis on environmental law.
