Items on the agenda for April 27th are a Public Hearing on organic waste collection and service rates. There are two discussion items, single-use plastics and a strategic plan to address homelessness. The meeting will begin at 5:30pm. You can go to the City website to view the meeting.

Organic Waste Collection Service Rates Public Hearing
On March 9, 2021, the City Council received proposed rates for residential and commercial organic waste (organics) collection services and set a Public Hearing for April 27, 2021, to receive testimony regarding the proposed rates. The proposed organic waste collection service rates are shown in Exhibit 3. These services are necessary to comply with AB 1826 and SB 1383.

Single-Use Plastics
In January 2021, at the request of Councilmember Contreras, Oceana and the Surfrider Foundation provided a presentation to the City Council concerning the effects of plastic pollution globally and in the region. As a result of the presentation, the City Council discussed single-use plastics at their March 9, 2021, City Council meeting. At the meeting, a majority of the City Council expressed a need to reduce the use of single-use plastics and directed staff to conduct additional research for the development of an ordinance including options to phase-out or reduce the use of single-use plastics.

Update on the Implementation of the Strategic Plan to Address Homelessness
On March 10, 2020, the City Council adopted a Strategic Plan to address homelessness (Strategic Plan) that is designed to address homelessness through programs and practices that have been proven successful in other places but are tailored to Vista. The Strategic Plan is a living document that requires ongoing development and updates based on funding sources, legislative changes, community need, and program outcomes. The Strategic Plan utilizes a three-pronged approach, blending services, resources, and enforcement to address the following primary goals: 1) Prevent Homelessness, 2) Improve Quality of Life, and 3) Reduce Homelessness.
