RECOMMENDED ACTION: 1. Open, conduct, and close a public hearing to receive
testimony regarding the Climate Action Plan (CAP)
Update.
2. Adopt City Council Resolution 2021- , approving the
Negative Declaration for the Climate Action Plan
Update.
3. Adopt City Council Resolution 2021- , approving the
Climate Action Plan Update.
4. Discuss moving forward with the formation of a
Community Choice Aggregation (CCA) model, the
type of governance structure preferred, and City
Council’s guiding principles, and provide additional
direction to staff.

D2. Traffic Congestion Management Plan (CC)
RECOMMENDED ACTION: Receive the report and a presentation on the ongoing
staff work in accordance with priorities established in the
City’s Traffic Congestion Management Plan and provide
further direction if necessary
D3. Naming of the Future Park Site Located at 234 Pala Vista Drive (CC)
RECOMMENDED ACTION: Discuss the official name for the park referenced as
Pala Vista Park and provide direction to staff.
D4. Preliminary Review of Proposed General Plan Amendment and Zone Change at the
Southeast Corner of S. Melrose Drive and Matagual Drive (CC)

RECOMMENDED ACTION: Discuss a proposed application for a General Plan
Amendment and Zone Change on approximately 5.3 acres located at the southeast corner of S. Melrose Drive and Matagual Drive, and provide input to the project applicant.
