A public hearing approving the appeal and granting a Special Use Permit to develop a retail commercial center consisting of a self-service car wash, four drive-through restaurants, retail buildings, and associated parking lot and site improvements on 4.12 acres of vacant land located at 460 Hacienda Drive.
